10.12.010 - Increasing state speed limit in certain zones.

The director of public works is authorized to post signs for speed limits which are established by resolution of the city council on the basis of an engineering and traffic survey, when the speed permitted by state law upon streets within the city is less than necessary for the safe operation of vehicles thereon. It is declared that the prima facie speed limit shall be as posted on those streets or parts of streets designated when signs are erected giving notice thereof. All current speed limits are to remain in place unless changes are determined by an engineering and traffic survey and by resolution of the city council. The director of public works shall maintain a listing of such streets.

10.12.020 - Decreasing state speed limit in certain zones.

The director of public works is authorized to post signs for speed limits which are established by resolution of the city council on the basis of an engineering and traffic survey, when the speed permitted by state law outside of business and residential districts, as applicable, upon streets within the city is greater than is reasonable or safe under the conditions found to exist upon such streets. It is declared that the prima facie speed limit shall be as posted on those streets or parts of streets designated when signs are erected giving notice thereof. All current speed limits are to remain in place unless changes are determined by an engineering and traffic survey and by resolution of the city council. The director of public works shall maintain a listing of such streets.

10.12.030 - Regulation of speed by traffic signals.

The director of public works is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections, and shall erect appropriate signs giving notice thereof.

10.12.040 - Private driveways/property.

No person shall drive or operate any motor vehicle in a private driveway or on private property in excess of fifteen miles per hour when the owner of the driveway or property has erected a sign giving notice thereof.
