§ 15.32.010. Adoption of the California Existing Building Code.

The California Existing Building Code, 2025 Edition (Part 10 of Title 24 of the California Code of Regulations), including Chapter 1, Division II "Scope and Administration"; based on the 2024 International Existing Building Code as published by the International Code Council, is adopted by reference. One complete copy of the same is on file and is open for inspection by the public in the office of the city clerk and designated as the existing building code for the city of Highland. The building official is hereby designated as the authority charged with the administration and enforcement of this code.

§ 15.32.020. Purpose.

The purpose of this code is to establish the minimum requirements to safeguard public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation and energy conservation; safety to life and property from fire and other hazards attributed to the built environment; and provide safety to firefighters and emergency responders during emergency operations.
