§ 15.06.010. Adoption of the California Residential Code.¶
The California Residential Code, 2025 Edition (Part 2.5 of Title 24 of the California Code of Regulations), including Chapter 1, Division II "Scope and Administration," and Appendix AB "Permit Fees," BF "Patio Covers," and CI "Swimming Pool Safety Act," published by the International Code Council, is adopted by reference. One complete copy of the same is on file and is open for inspection by the public in the office of the city clerk and designated as the residential building code for the city of Highland. The building official is hereby designated the authority charged with the administration and enforcement of this code.

§ 15.06.020. Purpose.¶
The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation and energy conservation; safety to life and property from fire and other hazards attributed to the built environment and to provide safety to firefighters and emergency responders during emergency operations with exception of those elements regulated by the 2025 California Building Code, 2025 California Existing Building Code and 2025 California Historical Building Code.
