§ 8.16.010 AUTHORITY TO INSTALL TRAFFIC CONTROL DEVICES.

(A) Authority of Engineer. The City Traffic Engineer is hereby authorized to place and maintain traffic control devices when and as required under the provisions of the traffic regulations of this city, including resolutions adopted thereunder, to make effective the provisions of such regulations.

(B) State requirement. Whenever the Cal. Vehicle Code requires, for the effectiveness of any provisions thereof, that traffic control devices be installed to give notice to the public of the application of such law, the City Traffic Engineer is hereby authorized to install the necessary devices subject to any limitations or restrictions set forth in the law applicable thereto.

(C) Traffic regulation. The City Traffic Engineer may also place and maintain such additional traffic control devices as he or she may deem necessary to regulate traffic or to guide or to warn traffic, which determination shall be upon the basis of Traffic Engineering principles and traffic investigation.

(D) Street name signs. Whenever the City Traffic Engineer installs and maintains an official traffic signal at any intersection, he or she shall likewise erect and maintain at such intersection street name signs visible to the principal flow of traffic unless such street name signs have previously been placed and are maintained at any set intersection.

(E) Operation schedule. The City Traffic Engineer shall determine the hours and days during which any traffic control device shall be in operation or be in effect, except in those cases where such hours or days are specified by ordinance or resolution.

(F) Removal. The City Traffic Engineer is hereby authorized to remove, relocate or discontinue the operation of any traffic control device not specifically required by state law or ordinance whenever he or she shall determine in any particular case that the conditions which warranted or required the installation no longer exist.

§ 8.16.020 CONTROL DEVICES FOR ENFORCEMENT PURPOSES.

No provisions of the Cal. Vehicle Code or the traffic regulations of this city for which signs are required shall be enforced against an alleged violator unless appropriate signs are in place and sufficiently legible to be seen by an ordinarily observant person, giving notice of such provisions of the traffic laws.

§ 8.16.030 LANE MARKINGS.

The City Traffic Engineer is hereby authorized to mark centerlines and lane lines upon the surface of the roadway to indicate the course to be traveled by vehicles and may place signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the roadway.

§ 8.16.040 DISPLAY OF UNAUTHORIZED SIGNS.

No person shall place or maintain or display any device, other than an official warning or direction sign, or signal erected under competent authority upon or in view of a street which purports to be, or is in imitation of, or resemblance of an official warning or direction sign or signal, or which attempts to direct the movement of traffic or the action of operators and any such prohibitive device shall be a nuisance, and the Chief of Police may remove it without notice.

§ 8.16.050 INTERFERENCE WITH SIGNS.

No person shall willfully deface, injure, move or interfere with any official warning or direction sign or signal.
