§ 8.08.010 DUTY OF POLICE DEPARTMENT.¶
It shall be the duty of the Police Department to enforce the street traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city, to make arrests for traffic violations, to investigate accidents and to cooperate with the City Traffic Engineer and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specifically imposed upon the Department by this title and the traffic regulations of this city.

§ 8.08.020 RECORDS OF TRAFFIC VIOLATIONS.¶
(A) The Police Department shall keep a record of all violations of the traffic regulations of this city or of the state vehicle laws of which any person has been charged. Such record shall be so maintained as to show all types of violations and the total of each. Said record shall accumulate during at least a five-year period and from that time on the record shall be maintained complete for at least the most recent five-year period.
(B) All forms for records of violations and notices of violations shall be serially numbered.

§ 8.08.030 POLICE DEPARTMENT TO INVESTIGATE ACCIDENTS.¶
It shall be the duty of the Police Department to investigate all fatal and injury traffic accidents and to investigate accidents occurring on the streets and highways within the city, to arrest and to assist in the prosecution of those persons charged with violations of law causing or contributing to such accidents.

§ 8.08.040 ACCIDENT REPORTS REQUIRED.¶
(A) The driver of any vehicle who is involved in an accident resulting in death or injury to any person, or damage to city-owned property, shall, within 24 hours, report such accident to the Police Department on a form for this purpose provided by the Police Department.
(B) Whenever the driver of a vehicle is physically incapable of giving a report and there was another occupant capable of doing so, such occupant shall give or cause such report to be given.

§ 8.08.050 TRAFFIC ACCIDENT STUDIES.¶
Whenever the accidents at any particular location become numerous, the Police Department shall cooperate with the City Traffic Engineer in conducting studies of such accidents and determining remedial measures.

§ 8.08.060 ACCIDENT REPORT FILING SYSTEM.¶
The Police Department shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed alphabetically by location. Such reports shall be available for the use and information of the City Traffic Engineer.

§ 8.08.070 POLICE TO PREPARE ANNUAL SAFETY REPORT.¶
The Police Department shall annually prepare a traffic report which shall be filed with the Traffic Commission and City Council. Such report shall contain information on traffic matters in the city as follows:
(A) The number of traffic accidents, the number of persons killed, the number of persons injured and other pertinent traffic accident data;
(B) The number of traffic accidents investigated and other pertinent data on the safety activities of the police; and
(C) The plans and recommendations of the Department for future traffic safety activities.

§ 8.08.080 CITY TRAFFIC ENGINEER.¶
(A) Qualifications. The office of the City Traffic Engineer is established. The City Traffic Engineer shall be a qualified engineer, and he or she shall exercise the powers and duties as provided in this title.
(B) Duties. It shall be the general duty of the City Traffic Engineer to determine the installation and proper timing and maintenance of traffic control devices, to conduct engineering analysis of traffic accidents and to devise remedial measures, to conduct engineering investigation of traffic conditions, to plan the operation of traffic on the streets and highways of this city, to cooperate with other city officials in the development of ways and means to improve traffic conditions and to carry out the additional powers and duties imposed by ordinances of this city.

§ 8.08.090 EMERGENCY AND EXPERIMENTAL REGULATIONS.¶
(A) The Chief of Police, by and with the approval of the City Traffic Engineer, is empowered to make regulations necessary to make effective the provisions of the traffic regulations of this city, and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect for more than 90 days.
(B) The City Traffic Engineer may test traffic control devices under actual conditions of traffic.
