2.24.010 - Findings.¶
Compelling economic needs of the community exist for redevelopment projects and there is a need for an agency to function in the community as the redevelopment agency of the city.

2.24.020 - Appointment of city council as agency.¶
The city council is appointed and constituted as the redevelopment agency of the city, according to law and subject to referendum as provided by law for a city ordinance.
