Sec. 2-96. - Office and office hours.

The city clerk shall maintain an office in the City Hall or other room provided by the council for such purpose. The city clerk shall keep such office open for the transaction of business during all hours that other city offices are required to be kept open.

Sec. 2-97. - Notice to officers of resolutions requiring performance of duty.

The city clerk may, within twenty-four (24) hours after the council has passed any resolution requiring any officer of the city to perform any duty, or as soon thereafter as reasonable, notify such officer in writing, setting forth in detail as much information in regard to the duties to be performed as the council shall have given the city clerk.

Sec. 2-98. - Compensation.

The city clerk shall receive such compensation as determined and fixed by resolution of the city council.

Sec. 2-99. - Duties under statutes, etc., pertaining to duties of city clerk;…

Except as otherwise provided in this chapter, the city clerk shall perform the duties prescribed by the general laws and statutes of the state pertaining to duties of city clerks. In addition thereto, the city clerk shall perform such other duties not in conflict with her/his mandatory duties which the city council may from time to time prescribe.

Sec. 2-100. - Powers and duties.

The city clerk shall be the clerk of the city council, and shall have the power and be required to:

(a) Attend all meetings of the city council and record and maintain a full and true record of all of the proceedings of the city council in files that shall bear appropriate titles and be devoted to such purpose. The city clerk shall maintain a general index sufficiently comprehensive to enable a person readily to ascertain matters contained therein.

(b) Maintain ordinance and resolution files, into which shall be recorded all city ordinances and resolutions with the certificate of the clerk annexed to each thereof stating the same to be the original or a correct copy, giving the number of said ordinance or resolution and, as to an ordinance requiring publication, stating that the same has been published or posted as required by law.

(c) Be the custodian of the seal and any insignia of the city.

(d) Administer oaths or affirmations, take affidavits and depositions pertaining to the affairs and business of the city and certify copies of official records.

(e) Attend to the publication of all ordinance and all public notices for hearing before the council. In the performance of these duties, the city clerk may appoint and act through deputies.

(f) As requested, serve as secretary to the city council.
