Sec. 21-1. - Department created.¶
There is hereby created a police department for the city.
Sec. 21-2. - Office of chief created.¶
The office of chief of police is hereby created.
Sec. 21-3. - Compensation of department.¶
The compensation for members of the police department shall be fixed by the city council by resolution.
Sec. 21-4. - Duties of department.¶
The duties of the positions herein created shall be established by resolution of the city council.
Sec. 21-5. - City liability for special police.¶
No special police officer shall, by virtue of any commission as such issued under this chapter or pursuant to any other law or ordinance, be deemed to be an officer, agent, employee or representative of the city while engaging in any activity of any character whatsoever undertaken for private hire, profit or regard, or while performing any act done in the course of his own business or affairs, or while performing any act done or undertaken in connection with or in furtherance of any private employment, business or undertaking for which such special officer is hired or engaged, nor shall any such commission be construed to confer upon the holder any privilege or immunity not expressly granted by this chapter, other than the authority to arrest for crime under Section 836 of the Penal Code, and the right to be armed as a peace officer, subject, in both respects, to such rules and regulations of the chief of police as may relate to special police officers.
Sec. 21-6. - Desire of city to receive state aid.¶
The city declares that it desires to qualify to receive aid from the state under the provisions of Chapter I of Title IV, Part 4, of the State Penal Code.

Sec. 21-7. - Adherence to state recruitment and training standards.¶
Pursuant to Section 13522 of Chapter I of Title IV, Part 4 of the State Penal Code, the city, while receiving aid from the state pursuant to such Chapter I, will adhere to the standards for recruitment and training established by the state commission on peace officer standards and training.

Sec. 21-8. - Level I reserve officers qualified to perform general law enforcement duties.¶
Pursuant to Section 832.6(b) of the Penal Code of the State of California, the city council, based upon information received from the chief of police who is appointing authority for reserve officers in the police department, hereby determines that Level I reserve police officers possessing Level I reserve officer certificates before January 1, 1981 are qualified by reason of training and experience to perform general law enforcement duties and are hereby so authorized to perform such duties.

Sec. 21-9. - Establishment of fees for various services rendered.¶
The city council may from time to time establish by resolution fees for the various services rendered by the police department to members of the public. Such services include, among other things, review of applications for permits, preparation of identification material including photographs, and concealed weapons permit review. Said services and fees shall be set forth in detail in the resolution.
