5.68.170 - Adoption.

The city assumes responsibility for the enforcement of the California Health and Safety Code, Division 13, Part 2.1, (Mobilehome Parks Act) and related regulations of Title 25, California Administrative Code, within the city.

5.68.180 - Enforcement Agency.

The city department of community services is designated as the enforcement agency for the city and is directed to assign one qualified person to enforce the provisions of the Mobilehome Parks Act consistent with the state's enforcement program.

5.68.190 - Fees.

The schedule of fees contained within the Mobilehome Parks Act shall be applicable and the department of community services shall provide for the cost of administration and enforcement of the Mobilehome Parks Act.

5.68.200 - Regulations.

This section sets forth regulations regarding mobilehome parks. The city deems it necessary that every mobilehome park under its jurisdiction will be maintained within the guidelines of the Mobilehome Parks Act. Specific objectives include maintaining open space for adequate light and ventilation and to reduce the possibility of fire and, where necessary, to provide access such as water, sewer and other public requirements; and to promote public health, safety and general welfare; to provide inspection services for installation of mobilehomes and accessory structures. In order to attain these objectives, the city will, immediately upon approval of assumption of the responsibilities designated in this section, enforce these regulations, thereby assuring that all mobilehome parks within the city are habitable residential areas.

5.68.210 - Existing mobilehome parks.

There presently exist within the boundaries of the city four mobilehome parks. The average size consists of spaces for fifty (50) units with the smallest park containing eleven (11) spaces and the largest containing one hundred seventeen (117). The ages of the parks range from twenty (20) years to thirty-eight (38) years. The majority of the mobilehome parks are in good to excellent condition with none being in poor condition. All existing mobilehome parks operate at or near one hundred (100) percent occupancy.

5.68.220 - Objectives.

The objectives of the city in respect to its mobilehome park program are to upgrade the poor parks within one year to a substantial level of compliance, to maintain the condition of the existing complying parks and to provide a continual service of construction, maintenance, and occupancy inspection. The program plan includes that each mobilehome, mobilehome lot and mobilehome park shall be maintained in conformance with the applicable requirements of the Mobilehome Parks Act.

5.68.230 - Permits.

The department of community services is directed to use forms for the annual permit to operate, mobilehome installation and certificate of occupancy as provided by the state or printed forms that are identical in size, form and content to those of the state.

5.68.240 - Effective date.

The effective date for the assumption of enforcement shall be January 1, 1985, provided the department of community services effectively demonstrates the capacity in making a mobilehome installation inspection to the State Department of Housing and Community Development.
