5.68.010 - Definitions.¶
For the purpose of this chapter, certain words and phrases are defined as follows and certain provisions shall be construed as set forth in this section unless it shall be apparent from their content that they have a different meaning:
"Mobilehome" means any vehicle, other than a motor vehicle, used as semipermanent housing, designed for human habitation, for carrying persons and property on its own structure, and for being drawn by a motor vehicle and shall include a trailer coach.
"Trailer" means same as mobilehome.
"Trailer park" or "mobilehome park" means any area or tract of land where one or more mobilehome lots are rented or held out for rent.
"Travel trailer" means a vehicle, other than a motor vehicle, which is designed or used for human habitation, and for travel or recreational purposes, which does not at any time exceed eight feet in width and thirty (30) feet in length.

5.68.020 - Location of trailers.¶
All trailers, when occupied or used for living or sleeping purposes, shall be kept within approved trailer parks or mobilehome parks.

5.68.030 - Maintenance and operation.¶
It is unlawful for any person to establish, maintain or operate or cause to be established, maintained or operated, any trailer park or mobilehome park in the city except in conformance with the provisions of this chapter.

5.68.040 - Permits required.¶
A. Trailer parks may be established and maintained as provided in this code, and subject to the regulations of this chapter and any rules and regulations which may be formulated from time to time by the city health officer and the laws of the state.
B. Mobilehome parks may be established and maintained as provided in this code, and subject to the regulations of this chapter and any rules and regulations which may be formulated from time to time by the city health officer and the laws of the state.

5.68.050 - Application for a use permit.¶
A. Each application for any such permit shall be made to the planning commission on a form provided by the planning commission for such purpose. Such application shall be accompanied by the following information:
B. Data Required. Application for any trailer park or mobilehome park in the city shall set forth the following information:
Name and address of trailer park or mobilehome park operator or applicant;
Name and address of owner of property on which trailer park or mobilehome park is, or is proposed to be, located;
Give proposed name of the trailer park or mobilehome park;
Give legal description of the property proposed for the mobilehome park or trailer park site, and specify all deed or lease restrictions;
State the source of water supply and type of sewage disposal proposed. If located within a fire, lighting, sewer, or other special district, indicate same;
Total number of trailer spaces proposed.
C. Data Required on Plans. Four copies of plans shall be provided showing the following:
Plot plan, at a scale no smaller than one inch equals fifty (50) feet and giving scaled dimensions and showing exterior boundaries of the property for the proposed trailer park or mobilehome park;
All public streets in the vicinity of such proposed trailer park or mobilehome park;
All trailer sites, together with scaled sizes of such spaces;
The location, width and type of construction of all trailer park or mobilehome park roads;
Plans and locations of all trailer park or mobilehome park buildings;
Complete electrical plans;
Unpaved areas which are to be landscaped and planting plans;
Type of building construction, together with framing plan and elevation;
All field plumbing, showing drainage system pipe sizes and giving other plumbing details as may be required by the city building inspector;
Stormwater disposal facilities;
Show incinerator locations;
Refuse and garbage disposal areas and facilities;
Fire hydrants, if any, locations and sizes of outlet connections;
Laundry and drying yard areas and facilities;
Fence location and details of construction and materials;
Grading plan showing existing topography and proposed grading;
Show specified locations for parking trailers offered for sale.
D. Upon receipt of the application, the planning commission shall refer the application to the health officer, who shall within ten days return the application with a statement as to the adequacy of the water supply, sewage disposal system and such other matters as are in his/her jurisdiction, and to the city fire warden who shall report to the planning commission his/her recommendation, if any, as to necessary fire protection, and to the city engineer for his/her recommendations as to adequacy of streets and drainage.
E. If it appears that the proposed mobilehome park or trailer park will be in full conformance with this chapter, and other applicable city rules and regulations formulated by the health officer and applicable state laws, a use permit may be issued as specified in this chapter. In issuing such permit the planning commission may specify such additional conditions as are necessary to insure that the operation of the trailer park or mobilehome park will not adversely affect the character of the neighborhood in which the trailer park or mobilehome park is located.
