10.52.010 - Closing streets to vehicular traffic.

Whenever the council finds that any portion of any highway is no longer needed for vehicular traffic, either permanently or at certain times during the day or year, it shall instruct the director to place, and the director shall place, appropriate signs or barricades, or both, specifying that such portion of such highway is closed to vehicular traffic at such hours of the day, or permanently, as the case may be, pursuant to the provisions of paragraph (b) and (e) of Section 21101 of the Vehicle Code. All signs giving notice to such closing shall conform to Section 21103 of the Vehicle Code and also to the specifications applicable to stop signs set forth in the Vehicle Code.

10.52.020 - Operating vehicles on closed streets prohibited.

A person shall not operate any vehicle on any portion of the highway closed to vehicular traffic.

10.52.030 - Riding or driving on sidewalk prohibited.

A person shall not operate any bicycle or any vehicle or ride any animal on any sidewalk or parkway except at a permanent or temporary driveway or at specific locations thereon where the director finds that such locations are suitable for, and has placed appropriate signs or markings permitting such, operation or riding.

10.52.040 - Advertising from vehicles without consent prohibited.

No person shall operate or drive any vehicle used for advertising purposes, or any advertising vehicle equipped with a sound-amplifying or loud-speaking device, upon any street or alley at any time without the written consent of the chief of police.

10.52.050 - Obstructing intersection prohibited.

No operator of any vehicle shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or marked crosswalk to accommodate the vehicle driven without obstructing the through passage of other vehicles from either side, notwithstanding any official traffic-control signal indication to proceed.

10.52.060 - Funeral processions.

The operator of any vehicle or the rider of any bicycle shall not drive between the vehicles comprising a funeral procession where vehicles between which such operator or rider passes in driving through such procession are conspicuously designated as constituting a part of such procession.

10.52.070 - New pavement and markings.

No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted markings in any street when a barrier sign, cone-marker, or other warning device is in place warning persons not to drive over or across such pavement or markings, or when any such device is in place indicating that the street or any portion thereof is closed.

10.52.080 - Use of vehicle with metal wheels—Permit required.

No person shall draw, propel, convey, park or cause or permit to be drawn, propelled, conveyed, pulled, or parked on or over any paved or surfaced street of the city, any machinery, tools, implements of husbandry, vehicles, trailers, or any equipment of any nature containing metal wheels, cleats, or sharp edges that tend to damage or cause any damage to the surface of such street, without a permit signed by the director. Such permit shall be displayed in or on the above-listed equipment at the time it is being propelled, conveyed, pulled or parked on or over such streets.

10.52.090 - One-way streets—Designation—Signs required.

If the council finds that the width of a street, the amount of traffic thereon, and the availability of other streets is such that traffic on such street should proceed in one direction only, the director shall erect and maintain in a conspicuous place on such street, at the intersection of each street intersecting such street, adequate signs bearing the words "One Way" and indicating which way.

10.52.100 - School grounds—Street closure authorized when.

Whenever the council finds that closing any portion of any street or highway crossing or dividing any school ground or grounds is necessary for the protection of persons attending such school or school grounds, it shall instruct the director to place, and the director shall place, appropriate signs or barricades, or both, specifying that portion of such street or highway closed to vehicular traffic during such hours and days as the council may specify, pursuant to provisions of Section 21102 of the Vehicle Code.

10.52.110 - Clinging to moving vehicles prohibited.

A person operating, riding or traveling upon any bicycle, motorcycle, toy vehicle, or other moving device of any nature whatever on any public highway shall not cling to or attach himself to, or his vehicle or device to, any other moving vehicle or streetcar.

10.52.120 - Molesting of traffic counting devices prohibited.

Unless authorized by the director, a person shall not move, molest, tamper with or damage in any way any traffic counting device.

10.52.130 - Flag person where traffic-control devices are inoperative.

Whenever the director finds and determines that official traffic-control devices are disabled or otherwise inoperable, the director may regulate traffic by any person given temporary appointment for such duty.

10.52.140 - Flag person at construction and maintenance areas.

Whenever the director finds that the regulation of traffic is necessary at the site of road or street construction or maintenance, the director may regulate traffic by any person authorized for such duty.

10.52.150 - Cleaning of sidewalks required.

No person shall fail, refuse or neglect to keep the sidewalk adjacent to his house, place of business, or premises in a clean and neat condition, free of offensive matter of any kind or nature.

10.52.160 - Littering streets or sidewalks prohibited.

No person shall throw, place, deposit or dump, or cause to be placed, deposited or dumped upon any street or sidewalk, any bottle, can, garbage, rubbish or any substance likely to injure or damage vehicular or pedestrian traffic using the street or sidewalk.

10.52.170 - Operating noisy motor vehicles off highways—Restrictions.

A. No person shall operate any motor vehicle (including any motorcycle, trail bike, dune buggy, motor scooter or jeep, or the motor thereof, on any place other than a street so as to disturb the peace or quiet of any neighborhood or person by noise, dust, smoke or fumes caused by such motor vehicle.

B. This section does not apply to any act prohibited by Section 372 of the Penal Code, or prohibited or expressly permitted by any state statute.

10.52.180 - Use of bridle paths and equestrian trails.

A. No person shall loiter or operate any motor vehicle on any public bridle path or equestrian trail except as follows: 1) when necessary to cross such bridle path or equestrian trail where it intersects any designated bicycle path, public street, private street, or driveway; and 2) to gain access to a private bridle path for the purpose noted in Subsection B.

B. No person shall loiter or operate any motor vehicle on any private bridle path or equestrian trail designated for public use if such activities are restricted by a bona-fide homeowners' association (HOA) or governing body responsible for the operation and maintenance of the bridle path or equestrian trail, provided the declaration of covenants, conditions, and restrictions (CC&R's) is amended to include such restriction. If such restrictions are authorized as previously noted, an exception to the restriction on motor vehicles shall be granted when such use is necessary for the maintenance of the trail or to provide temporary access by motor vehicles to a permitted animal keeping activity on a lot or parcel that has direct access from the private bridle path. The HOA shall be responsible for all construction and maintenance costs associated with signs described in Subsection C of this section and shall agree by a majority vote to post the restriction.

C. Main entrances to public and private equestrian trails at a street right-of-way or private street access shall be properly posted to prohibit loitering and the use of motor vehicles.

D. For the purpose of this title a "motor vehicle" shall have the same meaning as in Section 9880.1 of the Business and Professions Code.
