10.44.010 - Comprehensive truck and other vehicle parking prohibition resolution.

A. Truck and other vehicle parking prohibition. In order to maintain the residential neighborhood atmosphere within the community and to promote the safety and welfare, the following commercial and non-commercial vehicle types are prohibited from parking on or adjacent to any street or portion thereof that is not on the city's truck routes:

  1. Commercial vehicles, as defined in Vehicle Code Section 260, exceeding a manufacturer's gross vehicles weight, as defined in Vehicle Code Section 390, rating of ten thousand pounds (five tons).

  2. The following vehicles as designated in the following California Vehicle Codes:

  1. Exceptions:

(a) Recreational vehicles, as defined in Vehicle Code Sections 242, 324 and 396, owned by a resident shall be allowed to park in front of the owner(s) residence for a period not to exceed seventy-two hours.

(b) Any privately owned tow dolly, as defined in Vehicle Code Section 617, or trailer, as defined in Vehicle 630, used exclusively to transport recreational vehicles such as watercraft and/or motorcycles shall be allowed to park in front of the owner(s) residence for a period not to exceed seventy-two hours.

B. Limited permitted parking. The foregoing vehicles may park along the city's designated and signed truck routes unless restricted by other code(s) but the foregoing vehicles are prohibited from parking on the following designated street segments:

  1. Central Avenue—from Schaefer Avenue to SR-71 (east and west sides);

  2. Ramona Avenue—from nine hundred ninety feet to one thousand nine hundred eighty feet north of Schaefer Avenue (east side only);

  3. Riverside Drive—from Thirteenth Street to Benson Avenue (north side only);

  4. Riverside Drive—from Wright Avenue to three hundred feet east of Yorba Avenue (south side only);

  5. Riverside Drive—from west City boundary (near Pipeline) easterly to Concord Avenue (north and south sides);

  6. Mountain Avenue—from State Route 60 Freeway to north city limits (east and west sides);

  7. East End Avenue—from Riverside Drive to Philadelphia Avenue (east and west sides within City of Chino city limits).

Notwithstanding any of the foregoing prohibitions, bona fide pickups or deliveries are permitted from or to any building or structure, or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, maintenance, remodeling or construction of any building, structure, property or lands.

10.44.015 - Parking of trailer or semitrailer restricted.

A. A person shall not park any trailer or semitrailer upon any highway, street, alley, public way or public place unless the trailer or semitrailer is, at all times while so parked, attached to a vehicle capable of moving the trailer or semitrailer in a normal manner upon the highway, street, public way or public place.

B. This section shall not apply to trailers or semitrailers in the process of being loaded or unloaded in a manner deemed by the police department to not be creating a traffic hazard. Neither shall it apply to any trailer or semitrailer which is disabled in such a manner and to such an extent that it is impossible to avoid stopping and temporarily leaving the disabled trailer or semitrailer on that portion of the highway, street, alley, public way or public place ordinarily used for vehicular parking.

10.44.020 - Truck routes—Designated.

A. The following streets and portions of streets are designated and established as commercial vehicle/truck routes:

1. Bickmore Avenue, from Mountain Avenue to Mayhew Avenue ;
2. Carpenter Street, from Remington Street to Merrill Avenue;
3. Central Avenue, from State Route 71 to one thousand five hundred feet north of Schaefer Avenue;
4. Central Avenue, from State Route 60 to Philips Boulevard ;
5. Chino Hills Parkway, from west city limits to Central Avenue;
6. Cypress Avenue (north/south), from Kimball Avenue to Cypress Avenue (east/west);
7. Cypress Avenue (east/west), from Mountain Avenue to Cypress Avenue (north/south);
8. East End, from one thousand three hundred twenty feet north of Riverside Avenue to north city limits;
9. Edison Avenue, from Pipeline Avenue to Euclid Avenue;
10. El Prado Road, from Central Avenue to Pine Avenue;
11. Eucalyptus Avenue, from Pipeline Avenue to Central Avenue;
12. Fern Avenue, from Bickmore Avenue to Kimball Avenue;
13. Flight Avenue (formally Walker Avenue), from Enterprise Way to Merrill Avenue;
14. Grand Avenue, from west city limits to Pipeline Avenue;
15. Hellman Avenue, from Merrill Avenue to River Road;
16. Kimball Avenue, from El Prado Road to Mayhew Avenue ;
17. Mayhew Avenue, from Pine Avenue to Kimball Avenue;
18. Merrill Avenue, from Euclid Avenue to Carpenter Avenue ;
19. Monte Vista Avenue, from Chino Hills Parkway to Schaefer Avenue;
20. Mountain Avenue, from El Prado Road to Kimball Avenue;
21. Mountain Avenue, from Edison Avenue to Schaefer Avenue;
22. Mountain Avenue, from State Route 60 to north city limits;
23. Pine Avenue, from El Prado Road to Hellman Avenue;
24. Pipeline Avenue, from Eucalyptus Avenue (East) to Schaefer Avenue;
25. Ramona Avenue, from Chino Hills Parkway to Riverside Drive;
26. Remington Street, from Flight Avenue to Carpenter Street ;
27. Reservoir Street, from Riverside Drive to north city limits;
28. Riverside Drive, from west city limits to Euclid Avenue;
29. San Antonio Avenue, from Bickmore Avenue to Kimball Avenue;
30. Schaefer Avenue, from Pipeline Avenue to Mountain Avenue;
31. Van Vilet Avenue, from Merrill Avenue to Remington Avenue.

B. Appropriate signs shall be erected indicating the street affected. Such signs shall be erected at all intersections of truck routes and at all intersections of designated routes with the boundary lines of the city.

10.44.025 - Commercial vehicles traveling off truck routes prohibited when.

When any truck routes are established pursuant to this chapter, the operator of any vehicle exceeding a gross vehicle weight rating of ten thousand pounds (five tons) shall drive said vehicle only on such routes, and none other, except that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight rating of ten thousand pounds coming from a truck route having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares or merchandise from or to any place, building or structure located on such restricted streets for which a building permit has previously been obtained.

10.44.030 - Commercial vehicles using private driveways prohibited.

No person shall operate or drive a commercial vehicle in, on, or across any public or private driveway approach or sidewalk area or the driveway itself without the consent of the owner or occupant of the property, if a sign or markings are in place indicating that the use of such driveway is prohibited.

10.44.040 - Violation—Penalty.

A. Any violation of the provisions of this Chapter shall constitute an infraction or a misdemeanor, at the discretion of the issuing officer or the City Attorney, and upon conviction, shall be punishable as set forth in Chapter 1.12 hereof.

B. In addition to and notwithstanding Subdivision A hereof, any violation of the provisions of this Chapter shall be subject to the administrative fine procedure set forth in Chapter 1.15 hereof.
