Sec. 2.8. - Same—Powers and duties of director of finance.

The director of finance is the chief accounting officer of the city and shall have charge of the administration of the financial affairs of the city under the direction of the city administrator. The director of finance shall be ex officio tax collector and license collector of the city. The director of finance shall perform the following duties:

a.

Maintain a general accounting system for the city and each of its offices, departments and agencies.

b.

Require reports of the receipts and disbursements from each receiving and disbursing agency of the city government to be made at such intervals as may be required.

c.

Submit to the city administrator a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the city; and submit to the city administrator at the end of each fiscal year a complete financial statement and report for the preceding year.

d.

Collect all taxes, utility charges, license fees and other revenues of the city, or for whose collection the city is responsible, and receive all taxes and other money receivable by the city.

e.

Supervise the keeping of current inventories of all property of the city.

f.

Perform such other duties as the city administrator may direct.

Sec. 2.8-1. - Same—Transfer of certain duties from city clerk to director of finance.

Pursuant to the provisions of section 37209 of the Government Code of the state, the duties imposed upon the city clerk by sections 37201 through 37208, inclusive, of the Government Code of the state are hereby transferred to the director of finance. Before entering upon such duties the director of finance shall execute a bond pursuant to the provisions of section 36518 of the Government Code of the state.

Pursuant to the provisions of section 40805.5 of the Government Code of the state, the financial and accounting duties imposed upon the city clerk by sections 40802 through 40805, inclusive, of the Government Code of the state are hereby transferred to the director of finance.
