Chapter 10 — CONTRACTORS

Sec. 10.1. - "Contractor" defined.
"Contractor", for the purpose of this chapter, means any person, firm, copartnership, corporation, association or other organization, or any combination of any thereof, except a licensed architect or registered civil engineer acting solely in his professional capacity, who in any capacity other than as the employee of another with wages as a sole consideration, undertakes or purports to have the capacity of undertaking to, or submits a bid to, or does himself or by or through others, construct, alter, repair, add to, subtract from, improve, move, wreck or demolish any building or other structure, or do any part thereof including specialized portions of such construction and including the erection of scaffolding or other structure or works in connection therewith, but does not include anyone who merely furnishes material or supplies without fabricating the same into or consuming the same in performance of the work of the contractor, but does include subcontractors and specialty contractors; provided, that any owner of property or buildings, improving structures thereon shall not be deemed a contractor.

Sec. 10.2. - City license required.¶
It shall be unlawful for any contractor or subcontractor to engage in business or act in the capacity of a contractor or subcontractor within the city without first having obtained a license therefor as provided by this chapter, except as otherwise provided by state law.

Sec. 10.3. - State license required.¶
Before being entitled to be registered and licensed as provided by this chapter, a contractor shall first produce a valid license, showing that the applicant is duly registered with the director of the department of professional and vocational standards of the state.

Sec. 10.4. - Application for city license.¶
To obtain registration under this chapter, the applicant shall first submit to the building inspector a duly verified application, stating the general nature of the contracting business, the names and addresses of all parties interested in the business or, if a corporation, the names and addresses of the officers thereof and the address of the corporation, and such other information as may be required.

Sec. 10.5. - City license fees—Enumerated.¶
The following license fees shall be paid prior to the registration of, or issuing of any city license to, any contractor:
General contractor—$100.00 per annum for the first year, and $50.00 per annum for renewals.
Plastering contractor, lathing contractor, refrigeration contractor, air conditioning contractor and roofing contractor—$50.00 per annum for the first year, and $25.00 per annum for renewals.
Plumbing contractor, electrical contractor and sewer contractor—$50.00 per annum for the first year, $25.00 per annum for renewals.
Tile, painting, cement, sheet metal, masonry, flooring and sign contractors and all other contractors— $25.00 per annum for the first year, $12.00 per annum for renewals.

Sec. 10.6. - Same—Fees in addition to business license fees.¶
The contractor's license fee enumerated in the prededing section is in addition to the license fee required under chapter 16 of this Code, for selling merchandise at retail.
