7. As to report of secondhand dealers in bicycles, see §6.8 of this Code.

Sec. 20.1. - Secondhand dealer's record of purchases.

Every person dealing in secondhand goods of any kind or nature whatsoever within the city shall keep a register in which such person shall enter and preserve, or cause to be entered and preserved a record of all such goods purchased by, or delivered into the possession of such person, of the person from whom the same were purchased or received. Such entry shall be made on the date of the purchase or receipt of such goods and shall set forth the dates and a complete list of all articles so purchased or received.

Such register shall, during all business hours, be open to the inspection of the chief of police, city attorney or any member of the city council.

Sec. 20.2. - Daily report of secondhand dealers.

Every dealer in secondhand goods, wares and merchandise must before 10:00 A. M. of each and every day, except Sunday, deliver to the chief of police a true report in writing on blank forms to be prescribed by the chief of police, setting forth a description of each and every article or thing purchased by him during the day immediately preceding such report, and also

the name, residence and description of the vendor thereof, the amount of money paid and the date and hour of receipt of such article or thing. The report so made on each Monday shall embrace all purchases made from and after the report made on the Saturday preceding.

Sec. 20.3. - Secondhand goods to be kept for five days; exceptions.

Every dealer in secondhand goods, wares and merchandise must keep for a period of five days, subject to inspection, all goods, wares and merchandise other than furniture or books purchased by him before selling or disposing of the same.

Sec. 20.4. - Daily reports of pawnbrokers.

Every pawnbroker and every person loaning money or other thing of value on personal property and holding such personal property as pedgee, or acting as pledgeholder for any other person, must before 10:00 A. M. of each day, except Sunday, deliver to the chief of police a true report in writing on blank forms to be prescribed by the chief of police, setting forth a detailed description of each and every article held by him as pledgee or pledge-holder and setting forth the name of the person delivering the property, the pledgor and the pledgee, the person loaning the money or other property or thing of value for the security of which the personal property is pledged, stating the amount of the loan and the date and hour of receipt of each article so pledged. The report so made on Monday shall embrace deliveries and receipts of property made from and after the report made on the Saturday preceding.

Sec. 20.5. - Pledged, etc., property to be held for five days.

Every pawnbroker or person loaning money upon personal property or acting as pledgee or pledgeholder must keep the same for a period of five days, subject to inspection, before selling or disposing of the property or returning the same to the person delivering the property to the pawnbroker, pledgee or pledgeholder.

Sec. 20.6. - Preparation, etc., of forms.

The chief of police shall have prepared proper forms for the making of the reports required by this chapter and all secondhand dealers, pawnbrokers, pledgees and other persons required under this chapter to make the reports may obtain such forms from the chief of police.
