Sec. 4-9.201. - Police Department—Traffic administration.¶
It shall be the responsibility of the Police Department to enforce the traffic regulations of this City and all of the State Vehicle Laws applicable to traffic in this City, to make arrests for violations of such regulations, to investigate traffic accidents and to cooperate with the Public Works Department and other departments of the City in the administration of the traffic laws, and in developing ways and means to improve traffic conditions and to carry out those duties specially imposed upon the Police Department by this chapter.

Sec. 4-9.202. - Public Works Department—Traffic engineering.¶
Traffic engineering shall be the responsibility of the Public Works Department. The Public Works Director as head of the department shall exercise the powers and duties as provided in this chapter.

Sec. 4-9.203. - Powers and duties of Public Works Director—Delegation.¶
It shall be the general duty of the Public Works Director to determine the installation and proper timing and maintenance of traffic control devices and signals, to conduct engineering analysis of traffic accidents and to devise remedial measures, to conduct engineering and traffic survey of traffic conditions and to cooperate with other City officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this City.
Whenever the Public Works Director is required or authorized to place or maintain official traffic control devices or signals, he or she may cause such devices or signals to be placed or maintained.
Whenever, by the provisions of this chapter, a power is granted to the Public Works Director or a duty imposed upon him or her, the power may be exercised or the duty performed by a person authorized by him or her.

Sec. 4-9.204. - Traffic accident reports.¶
The Police Department and the Public Works Department shall maintain a suitable system of filing traffic accident reports. Such reports shall be available for the use and information of the Police Chief, the Public Works Director, and other persons as authorized by them.

Sec. 4-9.205. - Police Department and Public Works Department to submit annual traffic…¶
The Police Department and the Public Works Department shall prepare a traffic report which shall be filed with the City Council. Such a report shall contain information on traffic matters in this City as follows:
(a) The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;
(b) The number of traffic accidents investigated and other pertinent data on the safety activities of the police;
(c) The plans and recommendations of the Police Department and the Public Works Department for future traffic safety activities.

Sec. 4-9.206. - Emergency and experimental regulations.¶
(a) The Chief of Police, with the approval of the Public Works Director, is hereby empowered to make regulations necessary to make effective the provisions of the traffic ordinances of this City and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulations shall remain in effect for more than 90 days.
(b) The Public Works Director may test traffic control devices under actual conditions of traffic.

Sec. 4-9.207. - Traffic Committee.¶
The City Council shall establish an advisory Traffic Committee consisting of the Chief of Police, the Public Works Director, and three members at-large to be appointed by the Mayor, with approval of the City Council.
The members of the Traffic Committee shall select a chairperson from among the members of the Committee to direct all meetings. The Public Works Director shall act as the secretary of the Committee and prepare a written report of each meeting for the City Council.
The terms of the appointive members of the Traffic Committee shall expire as follows:
(a) Two members—January 31 of each odd numbered year.
(b) One member—January 31 of each even numbered year.

Sec. 4-9.208. - Duties of Traffic Committee.¶
It shall be the duty of the Traffic Committee to suggest the most practicable means for coordinating the activities of all officers and agencies of this City having authority with respect to stimulate and assist in the preparation and publication of traffic reports; to receive complaints regarding traffic matters; and to recommend to the City Council of this City and to the Police Chief and the Public Works Director and other City officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations. Actions requiring City Council approval for implementation shall be recommended to the City Council in the written report of each meeting as required.
