Sec. 4-9.1501. - Stop when traffic obstructed.

No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.

Sec. 4-9.1502. - Driving through funeral or other procession.

No driver of a vehicle shall drive between the vehicles comprising a funeral or other authorized procession while they are in motion and when such vehicles are conspicuously designated. This provision shall not apply at intersections where traffic is controlled by traffic control signals or police officers.

Sec. 4-9.1503. - Drivers in a procession.

Each driver in a funeral or other procession shall drive as near to the right-hand edge of the roadway as practicable and shall follow the vehicle ahead as close as is practicable and safe.

Sec. 4-9.1504. - Funeral processions to be identified.

A funeral composed of a procession of vehicles shall be identified as such by the display upon the outside of each vehicle of a pennant or other identifying insignia or by such other method as may be determined and designated by the Police Department.

Sec. 4-9.1505. - Driving on new pavement.

No person shall ride or drive any animal or vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking or when a sign is in place stating that the street, or any portion thereof, is closed.

Sec. 4-9.1506. - Advertising vehicles.

No person shall operate or drive any vehicle equipped with a sound amplifying or loud speaking device on any street or alley at any time without first receiving a special permit from the City Police Department.

The Police Department shall issue permits only to those vehicles whose sound amplifying or loud speaking devices amplify sound at 65 decibels or less. Further, such permits shall authorize use of the sound amplifying or loud speaking devices only between the hours of 10:00 a.m. and 8:00 p.m., and further, use of the sound amplifying or loud speaking devices shall not be permitted within one block of schools or hospitals.
