Sec. 4-9.101. - Definition of words and phrases.¶
(a) The following words and phrases when used in this chapter shall have the meanings respectively ascribed to them in this article.
(b) Whenever any words and phrases used herein are not defined herein but are defined in the Vehicle Code of the State of California and amendments thereto, such definitions shall apply.

Sec. 4-9.102. - Central Traffic District.¶
The Central Traffic District shall consist of all streets and portion of streets defined as follows:
(a) Plumas Street from SR 20 to B Street;
(b) Bridge Street from Second Street to west City limits;
(c) Center Street from Plumas Street to Shasta Street;
(d) Shasta Street from SR 20 to Bridge Street;
(e) SR 20 from Market Street to west City limits;
(f) Cooper Avenue from SR 20 to B Street;
(g) Second Street from Bridge Street to C Street;
(h) Percy Avenue from B Street to Garden Highway;
(i) Live Oak Boulevard from SR 20 to the north City limits;
(j) Clark Avenue from B Street to south City limits;
(k) Garden Highway from Second Street to Percy Avenue;
(l) Reeves Avenue from Cooper Street to Plumas Street;
(m) Sutter Street from Bridge Street to SR 20;
(n) Gray Avenue from Charlotte Avenue to Franklin Avenue;
(o) Butte House Road from Gray Avenue to Stabler Lane.

Sec. 4-9.103. - City Council.¶
"City Council" shall mean the City Council of the City of Yuba City.

Sec. 4-9.104. - Coach.¶
"Coach" shall mean any public transit vehicle used as a common carrier of passengers.

Sec. 4-9.105. - Curb.¶
"Curb" shall mean the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from median strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

Sec. 4-9.106. - Divisional island.¶
"Divisional island" shall mean a raised island located in the roadway and separating opposing or conflicting streams of traffic, a median strip.

Sec. 4-9.107. - Gross weight.¶
"Gross weight" shall mean the weight of a vehicle without load plus the weight of any load thereon.

Sec. 4-9.108. - Holidays.¶
Within the meaning of this chapter, holidays are the 1st day of January, known as "New Year's Day"; the 12th day of February, known as "Lincoln's Birthday"; the last Monday in February, known as "Washington's Birthday"; the last Monday in May, known as "Memorial Day"; the 4th day of July, known as "Independence Day"; the 1st Monday in September, known as "Labor Day"; the 9th day of September, known as "Admissions Day"; the 4th Monday in October, known as "Veterans Day"; the last Thursday in November, known as "Thanksgiving Day"; and the 25th day of December, known as "Christmas."

Sec. 4-9.109. - Loading zone.¶
"Loading zone" shall mean the space reserved for the exclusive use of vehicles during the loading or unloading of passengers or freight.

Sec. 4-9.110. - Official time standard.¶
Whenever certain hours are named herein they shall mean standard time or daylight-saving time as may be in current use in this City.

Sec. 4-9.111. - Official traffic control devices.¶
"Official traffic control devices" shall mean all signs, signals, markings, and devices not inconsistent with this chapter placed or erected by authority of the City Council having jurisdiction for the purpose of regulating, warning, or guiding traffic.

Sec. 4-9.112. - Ordinance.¶
"Ordinance" shall mean the ordinance, rule, or regulation adopted by the City Council relating to the movement of traffic, and enforcement thereof.

Sec. 4-9.113. - Parkway.¶
"Parkway" shall mean that portion of street right-of-way other than a roadway or a sidewalk.

Sec. 4-9.114. - Passenger loading zone.¶
"Passenger loading zone" shall mean the space reserved for the exclusive use of vehicles while receiving or discharging passengers.

Sec. 4-9.115. - Police officer.¶
"Police officer" shall mean every officer of the Police Department of this City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

Sec. 4-9.116. - Push cart.¶
"Push cart" shall mean a vehicle propelled by a person but not ridden upon.

Sec. 4-9.117. - Railroad train.¶
"Railroad train" shall mean a diesel, electric, or other motor, with or without cars coupled thereto, operated on rails.

Sec. 4-9.118. - Traffic enforcement agency.¶
"Traffic enforcement agency" shall mean the Police Department of this City.

Sec. 4-9.119. - Traffic engineering agency.¶
"Traffic engineering agency" shall mean the Public Works Department of this City.

Sec. 4-9.120. - Vehicle Code.¶
"Vehicle Code" shall mean the current Vehicle Code of the State of California. No action shall be taken by any officer or body of the City which is in violation of the Vehicle Code of the State of California. All signs, markings, and devices shall be in conformance with the requirements of the Vehicle Code.
