Sec. 4-9.501. - State speed laws applicable.¶
The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within this City except where the Public Works Director authorized by the City Council, upon the basis of an engineering and traffic survey, determines that other speed limits shall be applicable on specified streets or in certain areas.

Sec. 4-9.502. - Authority of Public Works Director.¶
(a) Whenever the Public Works Director as authorized by the City Council determines upon the basis of an engineering and traffic survey that a speed other than 25 miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon any street other than a state highway otherwise subject to a prima facie limit of 25 miles per hour, he or she may declare a prima facie speed limit of 30, 35, 40, 45, 50, or 55 miles per hour or a maximum speed limit of 55 miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe.
(b) Speed limits established pursuant to this section shall be effective when appropriate signs giving notice thereof are erected upon said street or highway.

Sec. 4-9.503. - Regulation of speed by traffic signals.¶
The Public Works Director is authorized by the City Council to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections, and shall erect appropriate signs giving notice thereof. This provision applies to all City streets except those controlled by the State Department of Transportation.

Sec. 4-9.504. - Designated.¶
(a) 35 miles per hour. Based upon engineering and traffic surveys and based upon the authority contained in Vehicle Code § 22357 and Municipal Code Sections 4-9.501 and 4-9.502, the City Council hereby fixes and determines and declares a prima facie speed limit of 35 miles per hour on the following streets which prima facie speed limit of 35 miles per hour is found by the Council to most appropriately facilitate the orderly movement of traffic and is reasonable and safe. The declared prima facie speed limit of 35) miles per hour on the foregoing streets shall be effective when appropriate signs giving notice thereof are erected upon said streets and shall not thereafter be revised, save and except upon the basis of an engineering and traffic survey.
(1) Franklin Avenue between Highway 99 and Brown Avenue and between Percy Avenue and Garden Highway.
(2) East Onstott Road between Butte House Road and Northgate Drive.
(3) Percy Avenue between Morton Street to Garden Highway.
(4) Poole Boulevard between Civic Center Boulevard and Tharp Road.
(5) Lassen Boulevard.
(6) Tharp Road.
(7) Walton Avenue within the City limits between Bridge Street and Franklin Avenue.
(8) Bridge Street between Heiken to Cooper Avenue.
(9) Bridge Street between Gray Avenue to Walton Avenue.
(10) Gray Avenue between Colusa Highway south to the railroad tracks.
(11) Market Street, from 600 ft. south of Lynn Way to its northern terminus at Queens Avenue.
(12) West Onstott between Eden to Portofino Drive.
(13) Queens Avenue between Live Oak Boulevard east to Market Street.
(14) Stabler Lane between Butte House Road to Colusa Highway.
(b) 45 miles per hour. Based upon engineering and traffic surveys and based upon the authority contained in Vehicle Code § 22357 and Municipal Code Sections 4-9.501 and 4-9.502, the City Council hereby fixes and determines and declares a prima facie speed limit of 45 miles per hour on the following streets, which prima facie speed of 45 miles per hour is found by the Council to most appropriately facilitate the orderly movement of traffic and is reasonable and safe. The declared prima facie speed limit of 45 miles per hour on the foregoing streets shall be effective when appropriate signs giving notice thereof are erected upon said street and shall not thereafter be revised, save and except upon the basis of an engineering and traffic survey.
(1) Garden Highway, from 370 ft. south of Lincoln Road to south City limits.
(2) Walton Avenue from Colusa Highway to Bridge Street.
(c) Reserved.
(d) 40 miles per hour. Based upon engineering and traffic surveys and based upon the authority contained in Vehicle Code § 22357 and Municipal Code Sections 4-9.501 and 4-9.502, the City Council hereby fixes and determines and declares a prima facie speed limit of 40 miles per hour on the following streets which prima facie speed limit of 40 miles per hour is found by the Council to most appropriately facilitate the orderly movement of traffic and is reasonable and safe. The declared prima facie speed limit of 40 miles per hour on the foregoing streets shall be effective when appropriate signs giving notice thereof are erected upon said streets and shall not thereafter be revised, save and except upon the basis of an engineering and traffic survey.
(1) Butte House Road between Civic Center Boulevard and the westerly City limits.
(2) Live Oak Boulevard, Northgate Drive north to City limits.
