Sec. 4-9.1701. - Applicability of traffic laws.

Traffic laws shall apply to persons riding bicycles. Every person riding a bicycle shall be granted all the rights and shall be subject to all the duties applicable to the driver of a vehicle by the laws of the State and of the City, except as to those provisions of laws and ordinances which by their nature can have no application, and except as otherwise provided in this chapter and in accordance with Vehicle Code § 21200.

Sec. 4-9.1702. - Effect of regulations.

(a) It is unlawful for any person to do any act forbidden or fail to perform any act required in this article.

(b) The parent of any child or guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.

Sec. 4-9.1703. - Riding on sidewalks.

(a) No person shall ride a bicycle upon a public sidewalk except where sidewalk is a designated bikeway and signed accordingly.

(b) The Public Works Director, when authorized by the City Council, shall erect signs on any roadway prohibiting the riding of bicycles thereon.

Sec. 4-9.1704. - Emerging from alleys, driveways and buildings.

The operator of a bicycle emerging from an alley, driveway, or building shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on such sidewalk or sidewalk area, and, upon entering a bicycle lane, shall yield the right-of-way to all bicycles approaching on such lane, and upon entering the roadway, shall yield the right-of-way to all vehicles approaching on such roadway.

Sec. 4-9.1705. - Bicycle paths—Establishment of signs.

The Council may, by resolution, establish bicycle lanes, bicycle paths, or bicycle routes upon or adjacent to any street. When any such facility has been established, the Public Works Director is hereby authorized to erect or place signs upon any street or adjacent to any street in the City indicating the existence of a bicycle lane, path, or route and otherwise regulating the operation and use of vehicles and bicycles with respect thereto, so long as such signs and indications are consistent with the provisions of this chapter.

Sec. 4-9.1706. - Riding on roadways outside bicycle lanes or paths.

Where a bicycle lane has been designated upon a roadway or a bicycle path has been designated adjacent to a roadway, no person shall ride upon such roadway except within such bicycle lane or path or except as otherwise permitted by the provisions of this chapter.

Sec. 4-9.1707. - Vehicles crossing paths and lanes.

No person shall drive a vehicle upon or across a bicycle path or lane, except to enter or exit a driveway and except to park such vehicle or leave a parking space, to enter or leave the street, or to prepare for a turn; provided, however, in no case shall a motor vehicle be driven within a bicycle lane for a distance in excess of 100 ft. during the execution of such movement. No person shall drive upon or across a bicycle lane as permitted in this section, except after giving the right-of-way to all bicycles within the lane.
