Sec. 4-9.1601. - Crossing at right angles.¶
Except where otherwise indicated by a crosswalk or other official traffic control devices, a pedestrian shall cross a roadway at right angles to the curb or by the shortest route to the opposite curb.

Sec. 4-9.1602. - Prohibited crossing.¶
(a) No pedestrian shall cross a roadway other than in a crosswalk in the central traffic district.
(b) No pedestrian shall cross a roadway other than in a crosswalk upon any of the designated through streets.

Sec. 4-9.1603. - Public Works Director to establish crosswalks.¶
The Public Works Director is authorized by the City Council to establish, designate, and maintain crosswalks at intersections and other places by appropriate devices, marks, or lines upon the surface of the roadway where in his or her opinion there is particular danger to pedestrians crossing the roadway.

Sec. 4-9.1604. - Standing in roadway.¶
No person shall stand in any roadway, other than in a safety zone or in a crosswalk, if such action interferes with the lawful movement of traffic. The provisions of this section shall not apply to any public officer or employee of a public utility when necessarily upon a street in line of duty.
