Sec. 4-9.1101. - Disabled person signage.¶
Every new or replacement sign installed on or after January 1, 1992, relating to parking privileges for disabled persons shall refer to "disabled persons" rather than "physically handicapped persons" or any other similar term, whenever such a reference is required on a sign.

Sec. 4-9.1102. - Parking for the disabled.¶
It is unlawful for any person to park or leave standing any vehicle in any stall or space designated for disabled persons and disabled veterans in accordance with Section 22511.7 or 22511.8 of the California Vehicle Code, unless the vehicle displays a specification identification license place issued pursuant to Section 5007 of the California Vehicle Code or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59 of the same code.
(a) It is unlawful for any person to obstruct, block, or otherwise bar access to those parking stalls or spaces, except as provided for above.
(b) It is unlawful for any person to park or leave standing any vehicle, including a vehicle displaying a special identification license plate pursuant to Section 22511.55 or 22511.59, in either of the following places:
(1) On the lines marking the boundaries of a parking stall or space designated for disabled persons or disabled veterans.
(2) In any area of the pavement within a parking lot or parking facility that is marked by crosshatched lines and is thereby designated for the loading and unloading of vehicles pursuant to any local ordinances.
(c) Section 4-9.1101. and all subsection contained therein apply to all off-street parking facilities owned or operated by the State, to all off-street parking facilities owned and operated by a local authority, and to any privately owned and maintained off-street parking facility.

Sec. 4-9.1103. - Parking rights for disabled.¶
(a) Pursuant to Section 22511.5 of the California Vehicle Code, vehicles displaying the distinguishing license plate or special placard shall be allowed to park for unlimited periods in blue curb and other timed parking zones.
(b) This section shall have no application to those zones in which the stopping, parking, or standing of all vehicles is prohibited or which are reserved for special types of vehicles.
(c) Parking zones for the physically disabled are subject to any temporary parking prohibitions, pursuant to this chapter.

Sec. 4-9.1104. - On-street parking.¶
The City Council, by resolution, may designate special "blue curb" parking spaces for the purpose of providing on-street parking for exclusive use by physically disabled persons. Vehicles not displaying disabled license plates or placards will be subject to citation.

Sec. 4-9.1105. - Off-street publicly-owned facilities.¶
The City Council, by resolution, may designate parking stalls or spaces in City owned, City leased, or City controlled off-street parking facilities for exclusive use by physically disabled persons.

Sec. 4-9.1106. - Identification—On-street blue curb spaces.¶
Blue curb spaces shall be indicated by blue paint on the curb edge of the paved portion of the street.
(a) For further identification, the International Symbol of Access may be painted on the blue curb in white followed by the word "ONLY," or the words "DISABLED PERSONS ONLY" may be used.
(b) For further identification, the International Symbol of Access may be posted on a sign directly in front of each such space with the wording DISABLED PERSONS PARKING ONLY.
(c) All signs shall be posted at an approximate height of 80 in. from the ground or sidewalk.

Sec. 4-9.1107. - Off-street/publicly owned facilities—Signage.¶
Designation of "blue curb" parking stalls in publicly owned off-street parking facilities shall be made by posting immediately adjacent to and visible from same a sign consisting of the International Symbol of Access.
(a) In addition, a sign not less than 17 in. by 22 in. in size may be posted either at the entrance to the parking facility or immediately adjacent to and visible from the reserved stall(s), which states with lettering no less than one in. in height:
(1) "Unauthorized vehicles not displaying distinguishing license plates or placards issued for disabled persons will be issued citations"; or
(2) "Unauthorized vehicles not displaying distinguishing placards or license plates issued for disabled persons will be towed away at owner's expense. Towed vehicles may be reclaimed at (Address) or by telephoning Yuba City Police Department, 741-4660."
(b) All signs shall be posted at an approximate height of 80 in. from the ground.

Sec. 4-9.1108. - Off-street privately financed facilities.¶
Designation of "blue curb" parking stalls in privately financed off-street parking facilities shall be made by posting immediately adjacent to and visible from same a sign consisting of the International Symbol of Access and symbol painted in the parking space in white towards the rear of the space.
(a) In addition, a sign not less than 17 in. by 22 in. in size may be posted either at the entrance to the parking facility or immediately adjacent to and visible from the reserved stall(s), which states with lettering no less than one in. in height:
(1) "Unauthorized vehicles not displaying distinguishing license plates or placards issued for disabled persons will be issued citations"; or
(2) "Unauthorized vehicles not displaying distinguishing placards or license plates issued for disabled persons will be towed away at owner's expense. Towed vehicles may be reclaimed at (Address) or by telephoning Yuba City Police Department, 741-4660."
(b) The person in lawful possession of the parking facility may then, and only after first contacting the Police Department, cause the removal of a violator's automobile from the stall to the nearest public garage.
(c) A sign must be posted at the entry to all off-street parking facilities to the effect that the facility is subject to public traffic regulations and control before a vehicle may be towed away pursuant to the provisions of this section.
(d) All signs shall be posted at an approximate height of 80 in. from the ground.
