18.96.060 Interpretation

If any portion of this chapter conflicts with any applicable state law, state law shall supersede this chapter. Any ambiguities in this chapter shall be interpreted to be consistent with state law. Section 19. 04. 010 Purpose

This article is adopted to promote the convenience, health, safety and general welfare of

residents of the City of Vista by providing a uniform system for naming and addressing public and private streets to facilitate the expeditious response of police, fire, and other emergency public agencies, the delivery of mail, and the location of private and public buildings and facilities. Section 19. 04. 020 Public Street Names

All public streets within the City of Vista shall have the names heretofore assigned to

such streets, as follows: A. The names assigned to such streets on final or parcel maps recorded in the Office of the County Recorder of San Diego County; or B. The names assigned to such streets by the City Council, after recommendation by the Planning Commission, either as a designation for previously unnamed public streets or as a new designation for previously named public streets, such action of the Council to be by resolution under authority contained in Section 34091. 1 of the Government Code and in Section 5026 of the Streets and Highways Code of the State of California. Section 19. 04. 030 Private Street Names

The Planning Commission of the City of Vista is hereby authorized and instructed to

assign names to private streets or easements providing principal access to two or more parcels of land. The Commission may act on its own authority or upon receipt of a request in writing signed by a majority of the owners of property dependent upon such private street or easement for vehicular and pedestrian access. Section 19. 04. 040 Policy

A. The identifying name for a street shall only be used once. B. Address( es) are to be assigned at the Planning Division prior to issuance of a building permit. C. All addresses and street names must be approved by the Vista Fire Department prior to final address assignment by the Planning Division. Prior Code Appendix A 27- 7. 2. 1; Ord. Section 19. 04. 050 Procedure

A. All Final Map applicants shall submit street names for approval to the Planning

Division for all proposed public and private streets. These names shall be shown on the first submittal of the Final Map, and also on a separate sheet of paper to be submitted concurrently with the map. B. In all cases, street names shall be consistent with this chapter. No street names will be approved that use the main name more than once. If there is an Independence Way, for example, there will never be an Independence Street, Independence Boulevard, etc. C. Street names within the City of Vista must be limited to a total of 16 letters and spaces so that the name( s) will fit on standard street signs. D. Short streets, cul- de- sac streets, and winding streets should have short names to facilitate placing their names on maps and plans. 1. Cul- de- sac streets should end with Court, Place or Circle. 2. Short streets and winding streets should end in Way, Trail, or Lane. E. Section 19. 04. 060 Building and House Numbers; System Established

A general system for numbering buildings in the City of Vista under authority contained in Section 34092 of the Government Code of the State of California, is hereby established as follows: A. An 8- 1/ 2 by 11 inch sheet of paper showing the subdivision with streets and individual lots shall be submitted to the Development Service Center. Building and house numbers will then be assigned by the Planning Division prior to issuance of building permit. B. On all streets running in a generally east and west direction lying westerly of Santa Fe Avenue, numbers shall start with 100 at Santa Fe Avenue and increase westerly, and such numbers shall be assigned and used with the prefix " West" before the names of those streets which extend both east and west of Santa Fe Avenue. C. On all streets running in a generally east and west direction lying easterly of Santa Fe Avenue, numbers shall start with 100 at Santa Fe Avenue and increase easterly, and such numbers shall be assigned and used with the prefix " East" before the names of those streets which extend both east and west of Santa Fe Avenue. D. On all streets running in a generally north and south direction, numbers shall be assigned to run north and south from the following base line: Vista Way from the west city boundary to Escondido Avenue, Alta Vista Drive from Escondido Avenue to Vale Terrace Place, Vale Terrace from Vale Terrace Place to Foothill Drive, and Catalina Avenue from Foothill Drive to the east city boundary. E. On all streets running in a generally north and south direction lying northerly of the base line described in Subsection D of this section, numbers shall start with 100 at said base line

and increase northerly, and such numbers shall be assigned and used with the prefix " North" before the names of those streets which extend both north and south of said base line. F. On all streets running in a generally north and south direction lying southerly of the base line described in Subsection D of this section, numbers shall start with 100 at said base line and increase southerly, and such numbers shall be assigned and used with the prefix " South" before the names of those streets which extend both north and south of said base line. Section 19. 04. 070 House Numbers; General Rules

A. Numbers shall be assigned on the General Plan of 100 to each block, and where adjacent blocks are irregular in length, the numbers in those blocks may be varied to meet the conditions as determined by the City Planner or his representative. B. Even numbers shall be allotted to the left side of any street as such numbers increase from the base line streets, and odd numbers shall be assigned to the right side of any street as such numbers increase from the base line streets. Section 19. 04. 080 Assignment of Numbers

All the numbers shall be assigned by the City Planner, or his representative, who shall

Section 19. 04. 090 Permits

Before any permit shall be issued for building construction or use, the applicant for such

House numbers as so allotted shall be placed on buildings over the principal entrance or

on some other conspicuous place on the front of the building on the property where the numbers may be easily seen from the street, and all such numbers shall be at least two and one- half inches in height. Prior Code Appendix A 27- 7. 2. 7; Ord. No. 91- 42, Amended, 12/ 10/ 91)

Section 19. 04. 110 Duty to Install

It shall be the duty of the lessee, occupant, or owner of any existing building to obtain the

proper building number from the Development Service Center and to place this number on said building, and it shall be the duty of the owner of any new building to place the number assigned on said building on or before the day final inspection is made by a City Building Inspector. Section 19. 04. 120 Enforcement

If the City Planner, or his representative, shall find any building upon which the proper

number has not been properly placed, as required by this article, he may order the lessee, occupant, or owner to obtain and correctly place such number within ten days. The posting of a notice upon the entrance door of such building shall meet the requirements of this ordinance for legal service of such notice or order.
