Section 2.54.010 Purpose The purpose of the Homelessness Commission is to promote and support the City's Strategic Plan to Address Homelessness and to advise the City Council and the City Manager on matters relating to homelessness. Ord. No. 2025-05, Adopted 06/24/2025) Section 2.54.020 Establishment, Composition and Additional Qualifications A Homelessness Commission of the City of Vista is established, with membership, powers and duties as provided in this chapter and other ordinances of the City of Vista. The Homelessness Commission shall be a standing commission consisting of seven members. All members of the Commission shall be voting members. Ord. No. 2025-05, Adopted 06/24/2025) Section 2.54.030 Appointment of Members and Additional Qualifications A. Each member of the City Council shall appoint one member to the Homelessness Commission consistent with City policies governing commission appointments. B. In addition to the five Council appointments, the Chair and Vice Chair of the Standing Committee on Homelessness shall each appoint one member to the Commission. Individuals with lived experience of homelessness shall be given preference for these appointments. Ord. To act in an advisory capacity to the City Council and City Manager or their designee related to homelessness matters. B. To develop an annual work plan and presentation to the City Council. C. To review and provide recommendations to the City Council on homelessness issues. D. To explore and suggest outside funding to accomplish the City's Strategic Plan to Address Homelessness. E. To promote and stimulate public interest and community engagement in the City’s Strategic Plan to Address Homelessness. F. To provide a public forum for citizens to communicate their complaints, concerns, requests, and suggestions relating to homelessness matters. G. Section 2. 56. 010 Purpose
A. It is the purpose and intent of the City Council to establish a Senior Citizens Affairs Commission as an advisory commission to make recommendations to and advise the City Council with respect to all matters pertinent to senior citizens in the city. A. Establishment of Commission and Number of Members. A Senior Citizens
Affairs Commission for the City of Vista is hereby established to perform the responsibilities and duties, and subject to the limitations and requirements, set forth in this chapter. The Senior Citizens Affairs Commission shall be composed of seven members. B. Appointment of Members; Additional Qualifications. In addition to the general qualifications for appointment in Chapter 2. 18 of the Vista Municipal Code, the members of the Senior Citizens Affairs Commission shall represent the senior citizens of the community. Section 2. 56. 060 Organization and Meetings
The Commission may appoint, at its discretion, committees to concern themselves with
specific community problems. Such committees may be composed of citizens of the city who are not members of the Commission, except that the Chairperson of each such committee must be a member of the Commission. The following are the duties and functions of the Commission: A. To identify community resources that promote the physical, emotional and social wellbeing of older adults and to involve them in all aspects of community life. B. To periodically review the effectiveness of Center programs and recommend modifications as necessary. C. To provide a forum for senior citizens to bring forth related matters. D. To make recommendations to the City Council on matters relevant to senior citizens as deemed appropriate by the City Council or the Commission. Prior Code 26- 3; Ord. Section 2. 56. 080 Financial Support
In the event that private funds or funds from other governmental agencies are made
available for specific projects, surveys, educational programs or general program support, the City, upon recommendation by the Commission and approval by the City Council, may enter into appropriate contracts for the utilization of such funds and the furtherance of the purpose and intent, and the duties and functions, of the Commission. Section 2. 58. 010 Purpose and Intent
It is the purpose and intent of the City Council of the City of Vista to establish a Youth Advisory Commission to which the City Council will refer youth- related matters for input and make recommendations to the City Council prior to Council acts on matters pertinent to the young people in the City of Vista, and to accomplish, among other things: A. The development of mutual understanding and respect between said young people and the adult citizens of Vista. B. To establish liaison and maintain communications with the young people of the community so as to better understand the problems and difficulties confronting young people in today' s complex urban society. C. To establish a forum for meaningful discussion where the youth of Vista can " say what' s on their mind." D. To enhance a feeling of mutual respect and understanding on the part of all age groups in the City of Vista. E. To encourage full and active participation in all phases of governmental process by the young people of this community. F. Section 2. 58. 020 Establishment and Composition
There is hereby established the Youth Advisory Commission of the City of Vista, which is

Section 2. 58. 040 Term of Office
The term of appointment for members of the Youth Advisory Commission shall be two
years. Members shall be eligible for an additional term of appointment by the Mayor and confirmation by the City Council provided they continue to meet the eligibility requirements as set forth in Chapter 2. 18 of the Vista Municipal Code. The duties of the Youth Advisory Commission shall be as follows: A. To act in an advisory capacity to the City Council, City Manager in matters pertinent to youth activities. B. Recommend to the City Council how funds generated from fundraising events shall be spent of which 75% shall be devoted to scholarships for youth recreation programs and the remaining 25% may be recommended to be used for discretionary youth- related activities. C. Promote and participate in youth- oriented community services activities. D. Promote and participate in county-wide youth forums and youth leadership conferences. Ord. The Youth Advisory Commission may appoint, at its discretion, committees to concern

These committees may be composed of citizens who are not members of the Commission, except that each such committee must have a member of the Youth Advisory Commission as a member of said committee. Section 2. 60. 010 Purpose
The purpose of the Traffic Commission is to advise the City Council on matters relating

Section 2. 60. 020 Establishment, Composition and Additional Qualifications
The Traffic Commission of the City of Vista is hereby established. The Traffic
Commission shall be composed of seven members.
In addition to the general qualifications for appointment in Chapter 2. 18 of the Vista
Municipal Code, it is the intent of the City Council that there be at least one member of the Commission appointed at all times whose appointment was recommended by the Board of Trustees of the Vista Unified School District, and at least one member appointed at all times whose appointment was recommended by the Vista Chamber of Commerce. Section 2. 60. 050 Powers and Duties
It shall be the duty of the Traffic Commission to advise the City Council on matters
relating to the safe and efficient movement of traffic brought to them by staff in accordance with

Section 2. 60. 060, including pedestrians and bicycles, upon existing streets, roads and highways of this city. The Traffic Commission shall study all matters referred to it concerning traffic movement and safety and make recommendations to the City Council regarding measures that should be taken to promote traffic movement and safety within the city as follows: A. Review staff studies and actions and make recommendations to the City Council on traffic matters. B. Provide a public forum for citizens to communicate their traffic complaints, concerns, requests and suggestions. Staff shall consider and evaluate complaints, concerns, requests and suggestions expressed by citizens during Traffic Commission meetings and communicate directly with the citizens. If necessary, in accordance with Section 2. 60. 060, staff will bring back a report to the Traffic Commission for consideration and approval. . C. 1. The Traffic Commission shall review and comment on priorities for road and street improvements in the city. Staff will present to the Traffic Commission on an annual basis a list of prioritized intersections that meet the established State and Federal traffic signal installation standards for the Commission' s review and approval. 2. Nothing in this subsection shall authorize the Traffic Commission to make any decision/ recommendation or take any action on any matter, which is properly under the jurisdiction and consideration of any other board or commission in accordance with this code. D. The Traffic Commission shall periodically review the provisions of this chapter and may recommend any changes to this chapter as deemed necessary for consideration by the City Council. Section 2. 60. 060 Recommendations to Council on Traffic Matters
Whenever in this chapter it is provided that the City Council shall direct or approve by
resolution or ordinance action to be taken concerning traffic matters in the City, the matter shall first be referred to the Traffic Commission for a report or recommendations. If the City Council determines that a matter is of an emergency nature, the City Council may act without first obtaining such report or recommendation. Prior Code 18- 4)
