Section 18.36.010 Permitted Uses
In an O-P zone, the following uses are permitted:
A. Drug and proprietary:
1. Prescription pharmacy
B. Schools:
1. Elementary schools
2. Junior high schools
3. Senior high schools
4. Schools for handicapped, including the blind
C. Business, professional and labor organizations and services:
1. Labor unions and similar organizations, excluding union halls,
2. Professional membership organizations ( medical associations, etc.)
D. Miscellaneous services:
1. Ticket sales offices, including theatrical and sporting events
2. Barbershops and beauty parlors, provided such uses do not cumulatively
occupy more than ten percent of the gross floor area of the building in which they are located. E. Security and commodity brokers, dealers, exchanges, and services: 1. Security brokers, dealers and flotation services ( includes bond dealers and brokers, etc.) 2. Commodity contracts brokers and dealers services 3. Security and commodity exchanges 4. Security and commodity allied services ( includes exchange clearinghouses, investment advisory services). F. Insurance carriers, agents, brokers and services: 1. Insurance carriers ( mutual stock, crop, livestock, surety, bail bonding, funeral, marine, pension funds, title insurance, etc.). 2. Section 18.36.020 Special Uses
In an O-P zone, the following uses may be permitted upon the permit in accordance with
Chapter 18.74:
A. Welfare and charitable organizations: 1. Welfare and charitable services, private or semiprivate, with uses includes Goodwill, Red Cross, Travelers Aid). B. Social, fraternal and youth organizations and services: 1. Social clubs ( includes alumni, bridge, etc.) 2. Fraternal associations and lodges 3. Women’s clubs 4. Youth organizations ( Boy Scouts, Girl Scouts, Boys’ Clubs, etc.) 5. YMCA and YWCA facilities, except lodging C. Educational services: 1. Reserved D. Public assembly, miscellaneous purposes: 1. Meeting halls for rent (wedding chapels, etc.) 2. Commercial coaches 3. Repealed

E. Medical and other health facilities as listed below:
1. Hospitals, as defined in Section 18.02.340 of this code
2. Psychiatric hospitals, as defined in Section 18.02.345 of this code

G. Ancillary commercial uses as listed here, subject to the following conditions:
1. Such uses must be located in a single building or building complex,
provided such building or building complex has a minimum of 20,000 square feet of gross floor area. 2. The total gross floor area of all ancillary uses in a building complex shall not be greater than ten percent of the entire gross floor area of the building or complex. 3. The following uses are allowed as ancillary uses, subject to Subdivisions 1 and 2 of this subsection: a. Coffee shop, cafeteria, canteen or restaurant b. Gift store, stationery store or boutique c. Section 18.36.030 Minor Uses
In an O-P zone, the following uses are permitted, provided a minor use permit is obtained in accordance with the provisions of this title: A. Day care and boarding of children B. Public buildings and uses C. A church, club or lodge in the OP Zone may be approved by the Minor Use Permit procedure if the church, club or lodge meets the following requirements: 1. It is located in an existing building 2. There is sufficient on-site parking to accommodate the use 3. It occupies no more than 60 percent of the floor area of the building, or has a membership of a maximum of 100. All other churches, clubs or lodges in this zone must be processed through the Special Use Permit procedure. Prior Code Appendix 1202.5; Ord. No. 95-4, Amended, 03/28/95)
Section 18.36.040 Building Height
In the O-P zone, no building or structure shall exceed two stories or 35 feet in height,
whichever is less, except that buildings and structures of greater height may be erected provided a special use permit is issued therefore in accordance with the provisions of this title. Prior Code Appendix A 1203)
Section 18.36.050 Front Yards
In an O-P zone, no building or structure shall be located and maintained less than 50
feet from the centerline of the street upon which the building site fronts. In cases where O-P property fronts on major arterial or collector streets, the provisions of Chapter 18.58 would regulate front yard setbacks. Prior Code Appendix A 1203)

Section 18.36.060 Side Yards
Every lot and building site in an O-P zone shall maintain a side yard of not less than ten
feet on one side and zero feet on the other; except that, in cases where the building abuts a 20- foot-wide alley along the side property lines, no such side yards shall be required; provided, however, that where a common property line exists with other property zones for residential use, such building or structure shall be set back from the boundary of the residential property in an amount equal to the side yard required in the adjacent residential zone. Section 18.36.070 Rear Yards
Every lot and building site in an O-P zone shall maintain a rear yard of not less than ten
feet extending the full width of the lot; except that, in the cases where the building site abuts a 20-foot-wide alley along the rear property line, such rear yard may be reduced to five feet or, in cases where a rear property line is contiguous to residential zoned property, such building or structure shall be set back from the boundary of the residential property in an amount equal to the rear yard required in the adjacent residential zone. Section 18.36.080 Building Site Area
Every lot and building site in an O-P zone shall have a minimum area of 7,500 square

Section 18.36.090 Distance Between Buildings
In an O-P zone, no building shall be closer than ten feet to any other main building on the same lot or building site. Prior Code Appendix A 1208)
Section 18.36.100 Accessory Buildings
No accessory building or structure shall be permitted unless first approved by the
Planning Commission after submission of complete information as to the design, location, size and intended use of the proposed accessory building. Prior Code Appendix A 1209)
Section 18.36.110 Enclosed Building Required
In an O-P zone, every business use shall be conducted entirely within an enclosed

Section 18.36.120 Lot Coverage
Buildings may cover any area not required for setbacks, and all portions of any improved
site not covered by buildings shall be paved or landscaped. Prior Code Appendix A 1211)

Section 18.36.130 Development Standards
In an O-P zone: A. Landscaping Requirements. 1. Boundary landscaping shall be planted and maintained along all street lines abutting the property except for the area required for street access. The width of the landscaping shall be a minimum of three feet except that such landscaping may be curved at a lesser width within six feet of any street access way. Such landscaping shall be enclosed by a six-inch-wide concrete curbing, except where adjacent to a building; all landscape planters shall be provided with permanent watering facilities. Landscaping shall not be more than three feet high within 15 feet of either side of any street access way. 2. In addition, at least five percent of any parking area shall be landscaped, reasonably distributed throughout such parking area, and such landscaping shall be provided with permanent watering facilities. B. Screening Requirements. 1. On any exterior boundary line which is a common property line with any property zoned for residential use, a masonry wall six feet in height, measured from the finished grade of the residential property, shall be provided except that any portion of such wall within 15 feet of any street line shall be no greater than three feet in height. In cases where the finished building site elevation of adjoining residential zoned property is more than six feet above or below that of the adjoining O-P zoned property, the required masonry wall may be reduced in heights or waived by the planning director to the extent it is reasonably found not to serve any useful screening purpose. 2. Refuse Collection and Storage. a. All developments shall provide a central location( s) for the collection and storage of refuse. Existing developments will be subject to these requirements as provided for by Section 18.58.590 of this code. b. Areas designated for the collection and storage of solid waste material shall conform with the provisions of Section 18.58.590 of this code. 3. All mechanical equipment, including ducting, whether at ground or rooftop level, shall be contained in a completely enclosed structure. All wall air conditioner units shall be blocked from view with material that is reasonably compatible and in harmony with the architectural styling and detailing of the building. C. Lighting Requirements. All lighting of buildings, landscaping, parking areas and other facilities shall be hooded and directed to reflect away from adjoining properties. Section 18.36.140 Utilities
In the O-P zone: A. 1. All new and existing utility distribution facilities, including cable television lines, within the boundaries of any lot or building site where a building permit is requested or within any half-street abutting such lot or building site shall be placed underground, except with regard to a building permit for improvements less than 25 percent of the value of the existing building, as to existing facilities. 2. The permittee is responsible for complying with the requirements of this section, and he shall make the necessary arrangements with each of the serving utilities, including licensed cable television operators, for the installation of such facilities. 3. Transformers, terminal boxes, meter cabinets, pedestals, concealed duct, and other facilities necessarily appurtenant to such underground utilities and street lighting

systems may be placed above ground. B. The provisions of this section shall not apply to the installation and maintenance of overhead electric transmission lines in excess of 34,500 volts and long distance and trunk communications facilities. C. The installation of cable television lines may be waived when, in the opinion of the Director of Planning, no licensed cable television operator is found to be willing and able to install cable television lines in the subdivision. D. 1. When there is less than 600 feet of line requiring conversion, an in-lieu fee may be applied if approved by the Public Works Director. The fee will be established on a cost per-foot basis using a typical 600-foot project of feeder circuit or local distribution circuit. 2. In-lieu fees shall be deposited in a special undergrounding account to be used as approved by the City Council for future undergrounding of utilities. 3. This subsection may be applied to building permits existing on the effective date of the ordinance codified in this section at any time before certificate of occupancy is granted.
