Chapter 2.23 — PLANNING COMMISSION

§ 2.23.010. Creation—Membership.¶
There is created in the City a City Planning Commission to consist of five members plus two alternates which shall be designated as the Planning Commission of the City. (Ord. 820-16 § 4, 2016)
§ 2.23.020. Term of office—Filling vacancies—Chairperson.¶
The term of office of the Planning Commission shall be four years. In the event of a vacancy or term of a Commissioner or alternate, the Mayor, with the approval of the City Council, shall appoint successors to fill any vacancies for a term of four years or the unexpired portion thereof. Each Planning Commissioner so appointed shall serve until his/her successor is duly appointed and qualified. The Mayor shall designate the Chairperson for the first Planning Commission to be appointed and annually, during the month of August or as soon thereafter as the Planning Commission holds a regular meeting, the Planning Commission shall elect from among its members a Chairperson and Vice-Chairperson to serve for one year. § 2.23.030. Officers.¶
On annual organization or upon a vacancy of a Chairperson and/or a Vice-Chairperson, the Planning Commission shall elect a Chairperson and/or a Vice-Chairperson to serve at the pleasure of the Planning Commission. A Secretary shall be designated for the recording of minutes of the Planning Commission and to keep a record of its resolutions, proceedings and transactions. The Secretary shall be the Community Development Director or his/her appointee and shall not be a member of the Commission entitled to vote. (Ord. 820-16 § 4, 2016)
§ 2.23.040. Meetings.¶
The Planning Commission shall fix the time and place of regular and special meetings of the Commission, which shall occur at least once each month. All meetings of the Commission shall be open to the public.

§ 2.23.050. Powers—Duties.¶
The Planning Commission shall have the powers and duties as follows:
A. The powers and duties conferred and imposed upon City Planning Commissions by the applicable provisions of Chapter 3, Title 7 of the Government Code of the State of California;
B. The powers and duties conferred and imposed upon the Planning Commission by the zoning ordinance (Title 18) of the City;
C. The powers and duties conferred and imposed upon the Planning Commission by the ordinances relating to subdivisions of the City;
D. Any other powers and duties imposed upon the City Planning Commission by law;
E. To report its decisions and recommendations in writing to the City Council;
F. To advise the City Council in the adoption and maintenance of a comprehensive General Plan for the physical growth and development of the City. The plan shall reflect the future goals of Union City and after its adoption by the City Council shall represent the City's policies on matters of physical growth. It shall serve to guide the general location of future public facilities and improvements and to aid in the encouragement and regulation of private development;
G. Serve as an advisory body to the City Council on matters related to the City growth and development on such other matters as may be requested by the City Council;
H. Promote public interest in planning and encourage citizens participation in formulation of the General Plan;
I. Engage in a program of acquainting the public with the problems and alternate solutions relating to the local physical environment;
J. To make recommendations to the City Council pertaining to any proposed dedication to the City of any property.
