§ 10.41.010. Purpose.¶
The purpose of this section is to clarify signing and marking requirements for those persons with disabilities and defining City enforcement of California law regarding such disabled persons parking.

§ 10.41.020. Reserved parking for persons with disabilities.¶
Parking spaces reserved exclusively for vehicles operated by persons with disabilities that are issued disabled parking placards by the State of California shall be designated with signs and markings as defined by the State of California.

§ 10.41.030. Violation of parking spots designated for persons with disabilities.¶
A. It is unlawful for any person that has not been issued a disabled identify card and disabled placard or license plate to park a vehicle displaying a disabled parking placard or license plate in any parking space reserved exclusively for vehicles operated by drivers with disabilities.
B. It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for persons and/or veterans with disabilities pursuant in any public or private on- or off-street location unless the vehicle displays either a disabled identification license plate or a disabled identification placard issued by the State.
C. It is unlawful for any person or vehicle to obstruct, block, or otherwise bar access to parking stalls or spaces designated for persons and/or veterans with disabilities.
D. It is unlawful for any person to park or leave standing any vehicle, including a vehicle displaying a disabled license plate or placard in either of the following places:
On the lines marking the boundaries of a parking stall or space designated for persons and/or veterans with disabilities;
In any area of the pavement adjacent to a parking stall or space designated for persons and/or veterans with disabilities that is marked by crosshatched lines and is thereby designated, pursuant to any local ordinance, for the loading and unloading of vehicles parked in the stall or space.

§ 10.41.040. Enforcement of parking spaces for persons with disabilities on private…¶
Fire lanes and parking spaces designated for exclusive use by vehicles operated by drivers with disabilities are necessary for public safety. The owner or operator of privately owned and maintained off-street parking facilities shall maintain signs and markings designating such areas in compliance with City approved development plans and applicable State codes. The City will enforce fire lanes and parking spaces for persons with disabilities on privately owned and maintained off-street parking facilities within the City. (Ord. 727-10 § 5, 2010)
CHAPTER 10.48 SPEED ZONES
§ 10.48.030. Decrease of State maximum speed law between districts.¶
Where the State maximum speed law is applicable for a distance of not exceeding two thousand feet in length between districts, either business or residence, and it is determined upon the basis of an engineering and traffic investigation that the speed permitted by State law on portions of streets which are not State highways is greater than is reasonable or safe under the conditions found to exist upon the described portions of such streets, and it is hereby declared that the prima facie speed limit shall be as herein set forth on those portions of streets herein designated when signs are erected giving notice thereof.

§ 10.48.040. Regulation of speed by traffic signals.¶
The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.
