3.08.090 - Council to erect traffic control devices.¶
(a) The Superintendent of Public Works is hereby directed to install and maintain official traffic signals as directed by resolution of the Council at those intersections and other places where traffic conditions are such as to require that the flow of traffic be alternately interrupted and released in order to prevent or relieve traffic congestion or to protect life or property from exceptional hazard.
(b) The Superintendent of Public Works as directed by resolution of the Council is hereby authorized to mark centerlines, lane lines and parking lines upon the surface of the roadway to indicate the course to be traveled by vehicles and may place signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the highway. When authorized signs have been placed designating off-center traffic lines, no person shall disobey the instructions given by such signs.

3.08.100 - Council to install safety zones and lanes for traffic.¶
The Council is hereby authorized:
(a) To establish safety zones at such places as it may deem necessary for the protection of pedestrians;
(b) To cause lanes for traffic to be marked on street pavements at such places as it may deem advisable, consistent with the Vehicle Code and traffic laws of this City.

3.08.110 - Obedience to traffic control devices.¶
(a) The driver of any vehicle, the person in charge of any animals, and the rider of any bicycle, shall obey the instructions of any official traffic control device, applicable thereto placed in accordance with this chapter unless otherwise directed by a police officer, subject to the exemptions granted by section 3.08.070 of this chapter.
(b) The driver of any vehicle, the person in charge of any animal, and the rider of any bicycle, shall obey the instruction of any barrier or sign erected by any of the public departments of this City or public utilities in this City, or by any other person, pursuant to law.

3.08.120 - Signs required.¶
No provisions of this chapter, for which signs or markings are required, shall be enforced against an alleged violation, if an official sign or marking is not in place and sufficiently legible and visible to be seen by an ordinarily observant person.

3.08.130 - Passing through closed railroad gate a misdemeanor.¶
It shall be unlawful for any person to drive any vehicle through or under, or to pass through or under, any gate maintained at a railroad crossing for the purpose of warning persons of the approach of a train or car while such gate is closed, or during the time while such gate is being opened or closed.
