3.08.530 - Council to establish loading zones.¶
(a) The Council shall determine and cause to be marked loading zones and passenger loading zones as follows:
(1) At any place in the business district; and
(2) Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.
(b) In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes, exclusive of the passenger loading zones at the entrances to public theaters.
(c) Loading zones shall be indicated by a yellow paint line stenciled with black letters, "Loading Only", upon the tops of all curbs within such zones.
(d) Passenger loading zones shall be indicated by a white line stenciled with black letters, "Passenger Loading Only", upon the tops of all curbs in such zones.

3.08.540 - Effect of permission to load or unload.¶
(a) Permission herein granted to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than thirty (30) minutes.
(b) The loading or unloading of materials shall apply only to commercial deliveries, the delivery or pickup of express and parcel post packages, and United States mail.
(c) Permission herein granted to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage but shall not extend beyond the time necessary therefor, and in no event for more than five (5) minutes.
(d) Within the total time limits specified in this section, the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuses of the privileges granted.

3.08.550 - Bus zones to be established.¶
(a) The Council shall cause to be established bus zones opposite curb space for the loading and unloading of buses or common carriers of passengers engaged in local transportation.
(b) The Council shall cause to be painted a red line stenciled "Bus Zone" upon the tops of all curbs and places specified as a bus zone.

3.08.560 - Special loading zones.¶
The City Manager is hereby authorized to have special loading zone signs attached to parking meter stands in such parking meter zones as he may consider necessary for the loading or unloading of freight or material between the hours of 7:00 a.m. and 11:30 a.m., or between the hours of 11:30 a.m. and 4:00 p.m., respectively, except holidays and Sundays. In establishing such special loading zones and the hours of use, the City Manager shall determine that such zone is necessary and desirable, taking into consideration the probable frequency of use, the weight and character of merchandise to be loaded or unloaded in that vicinity, the number of firms using the proposed zone, the traffic congestion in the area, and vehicle parking demand in the morning and afternoon in the area.
The City Manager may change the hours of use or remove or relocate such special loading zone for any of the following reasons:
(a) The continued abuse of the zone; and
(b) When satisfied that circumstances and conditions no longer require the existence of the zone or the hours of use of the zone.

3.08.570 - Stopping, standing, and parking in special loading zones.¶
No person shall stop, stand, or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a special loading zone between the hours of 7:00 a.m. and 11:30 a.m. in those zones marked for that period of time or between the hours of 11:30 a.m. and 4:00 p.m. in those zones marked for that period of time. In no case shall the stop for loading or unloading of materials exceed twenty (20) minutes; provided, however, when the loading or unloading of materials is proceeding in an active and diligent manner, such vehicle may be parked in the loading zone until the loading or unloading is completed. After the hour of 11:30 a.m., the special loading zones for the 7:00 a.m. to 11:30 a.m. period of time shall be subject to the same regulations and requirements as ordinary metered spaces. Before the hour of 11:30 a.m. and after the hour of 4:00 p.m., the special loading zones for the 11:30 a.m. to 4:00 p.m. period of time shall be subject to the same regulations and requirements as ordinary metered spaces.
