80-010 - ESTABLISHMENT OF PARKS ADVISORY COMMISSION

There is hereby created and established a commission consisting of five members, to be known as the Parks Advisory Commission.

80-020 - PURPOSES

The Commission shall review and advise the Board of Supervisors on those matters relating to the planning of parks in the unincorporated area of the County outside the spheres of influence of Yuba City and Live Oak.

80-030 - STAFF ASSISTANCE

The Development Services Department Director will provide first level staff assistance to the Commission.

80-040 - APPOINTMENT OF MEMBERS AND TERMS

Each of the five supervisors shall select and appoint one member of the Commission from among the residents of his or her district.

Each member of the Commission shall serve at the pleasure of his or her respective supervisor or the individual supervisors' successor in office, as the case may be, and vacancies shall be filled in the same manner as original appointments to the Commission.

80-050 - OFFICERS

Upon the establishment of the Commission, or as soon thereafter as convenient, the Commission shall meet for the purpose of selecting a chairperson and vice-chairperson, as designated officers of the Commission and duly charged with the normal responsibilities accruing to these officers with the understanding that annually thereafter, in the month of July of each year, a new designation and selection of officers shall occur.

80-060 - MEETINGS

Meetings of the Commission shall be held at least annually, but not more than quarterly, at a time, place, and location to be responsibly announced in advance with special meetings occurring as needed to transact the work of the Commission. Such meetings shall be conducted in an orderly and systematic manner to permit reasonable and adequate deliberations, the input of interested parties and the resolution of all matters coming before the Commission.

80-070 - QUORUM

Three members of the Commission in attendance shall constitute a quorum for the purpose of transacting business of the Commission. Recommendations from the Commission shall be forwarded to the Board of Supervisors, through the appropriate committee of the Board, by a majority vote of three members. All voted actions of the Commission shall be recorded and kept as a permanent record of the Commission.

Commissioners shall be reimbursed for their mileage to and from meetings.
