75-001 - FINDINGS AND PURPOSE

The purpose of this chapter is to implement, in Sutter County, the provisions of Health and Safety Code section 130140.

75-002 - ESTABLISHMENT OF COMMISSION

There is established in Sutter County a commission to be known as the Children and Families Commission of Sutter County.

75-003 - ESTABLISHMENT OF TRUST FUND

There is established as contemplated by Health and Safety Code section 130140(a)(3) and Health and Safety Code section 130105(d)(2)(A) a local, Sutter County, Children and Families Trust Fund.

75-004 - MEMBERSHIP

The commission shall consist of nine (9) members which shall include: 1) a member of the Sutter County Board of Supervisors who shall be the Chairperson of the Commission; 2) the Director of the Sutter County Health and Human Services Department; 3) the Chief Probation Officer for Sutter County; 4) the Superintendent of the Yuba City Unified School District; 5) the Local Planning Council Coordinator of Child Care Planning Council of Yuba and Sutter Counties; 6) a member of the City of Yuba City Council; 7) the Superintendent of the Live Oak Unified School District; 8) the Assistant Superintendent for the Sutter County Special Education Local Area Plan (SELPA); and, 9) an at-large member appointed by the Board of Supervisors from among:

(A) The Sutter County Health Officer; or

(B) Persons responsible for the management of the following county functions:

(1) Children's services;

(2) Public health services, behavioral health services, social services, and tobacco and other substance abuse prevention and treatment services;

(3) Recipients of project services included in the county Children and Families Strategic Plan;

(4) Educators specializing in early childhood development;

(5) Representatives of local child care resource or referral agencies or local child care coordinating groups;

(6) Representatives of local organizations for prevention or early intervention for families at risk;

(7) Representatives of community-based organizations that have the goal of promoting nurturing and early childhood development;

(8) Representatives of local school districts; or

(9) Representatives of local medical, pediatric, or obstetric associations or societies.

75-005 - APPOINTMENT

The appointed member of the Board of Supervisors shall serve at the pleasure of the Board of Supervisors. The at-large member appointed by the Board of Supervisors from among those listed in subdivisions (a) and (b) of Section 75-004, shall serve a term of three years and may serve an unlimited number of terms.

75-006 - COMPENSATION

The members of the commission shall serve without compensation, except they shall be paid reasonable per diem and reimbursement of reasonable expenses for attending meetings and discharging other responsibilities as authorized by the commission.

75-007 - DUTIES

The Children and Families Commission is charged with the following duties:

(a) To implement the goals and objectives of the California Children and Families Act of 1998.

(b) To administer the monies in the Sutter County Children and Families Trust Fund.

(c) The adoption of an adequate and complete county strategic plan for the support and improvement of early childhood development within the county as outlined in the California Children and Families Act of 1998.

(d) To conduct at least one public hearing on its proposed county strategic plan before the plan is adopted.

(e) On at least an annual basis periodically review its county strategic plan and revise the plan as may be necessary or appropriate.

(f) To conduct at least one public hearing on its periodic review of the county's strategic plan before any revisions to the plan are adopted.

(g) To submit its adopted county strategic plan, and any subsequent revisions thereto to the California Children and Families Commission and the Board of Supervisors.

(h) To prepare and adopt an annual audit and report pursuant to Health and Safety Code section 130150. The commission shall conduct at least one public hearing prior to adopting any annual audit and report.

(i) To conduct at least one public hearing on each annual report by the California Children and Families Commission prepared pursuant to Health and Safety Code section 130150(b).

(j) Make copies of its annual audits and reports available to members of the general public on request at no cost.
