86-010 - PURPOSE¶
It is the purpose of the Sutter County Domestic Violence Council and Child Abuse Prevention Council to create and foster a caring community wherein domestic violence and abuse in all forms are understood to be completely unacceptable. The purpose of the Sutter County Domestic Violence Council and Child Abuse Prevention Council is to significantly reduce all forms of domestic violence and child abuse.
86-020 - MEMBERSHIP¶
(a) The Sutter County Domestic Violence Council and Child Abuse Prevention Council shall adopt bylaws providing for representation by public agencies and private organizations concerned with domestic violence and child abuse prevention and its effects. Such bylaws shall also provide for unaffiliated public members.
(b) Public agencies shall include representation from the justice system, law enforcement, social services, and schools. Private organizations shall include professional organizations, health care providers, and organizations providing services to domestic violence and child abuse victims.
86-030 - OFFICERS¶
(a) The Sutter County Domestic Violence Council and Child Abuse Prevention Council shall adopt bylaws providing for the annual nomination and election of officers by the members of the Council. The Council, under direction of its chairman, shall be free to organize itself functionally in any manner useful to the accomplishment of its purposes.
(b) The Clerk of the Court shall designate a person to serve as the secretary of the Council and to provide clerical support for the Council.
86-040 - MEETINGS AND QUORUM¶
(a) The Council will meet not less than quarterly at places and times established by the Council. Regular meetings shall be open to the public.
(b) A quorum shall consist of the members present at any regularly scheduled meeting. A majority of those present at any regularly scheduled meeting may act on behalf of or in the name of the Council.
86-050 - POWERS AND DUTIES¶
(a) The Sutter County Domestic Violence Council and Child Abuse Prevention Council is hereby created by action of the Board of Supervisors of Sutter County.
(b) The Council shall adopt a statement of goals and objectives annually not later than March 1. Such statement may be amended during the year by addition.
(c) The Council shall report to the Board of Supervisors of Sutter County annually on the activities of the previous year. Such report shall be made not later than March 1 and shall include the progress made on items reflected in the annual statement of goals and objectives.
(d) Should the Council conclude that there is no further work for the Council or that the Council is no longer serving its intended purpose, then the Council shall so report to the Board of Supervisors with a recommendation for the Council to be disbanded.
