2.08.4220 Functions, powers, and duties. ¶
The commission shall have the following functions, powers, and duties:
A. Study, review, evaluate and make recommendations to the council related to any and all matters affecting elderly people in the city, including without being limited thereto, health, education, employment, housing, transportation and recreation.
B. Make such studies and submit to the council such reports or recommendations respecting matters affecting elderly people as the council may from time to time request.

2.08.4800 Statement of policy. ¶
The council finds that the population of the City of San José consists of large numbers of young people who are vitally concerned with and affected by the policies and decisions of municipal government; that prior to the creation of the youth commission, no city commission will have existed through

which the concerns of young people might be directly solicited and considered in governmental decision-making processes; that the formation of a youth commission would contribute to a greater and more positive involvement of young people in municipal government and would assure a more efficient use of municipal resources allocated to youth programs and services; that the youth commission is one through which the city may officially recognize the interest and concern of young people in municipal affairs of the city, and may encourage participation of such young people in the city's policies and programs. 2.08.4810 Commission established. ¶
The youth commission is hereby established. (Ord. 25209.)

2.08.4840 Special eligibility requirements. ¶
A. All members shall, at the time of appointment, be at least fourteen years old and under twenty-one years old.
B. The Commission shall have members representative of the residents of the City of San José, and with experience related to programs and services with school or community activities for children and youth.

2.08.4845 Appointment process. ¶
2.08.4820 Number of members. ¶
The commission shall consist of eleven mem-
bers. (Ords. 25209, 29250.)
2.08.4830 Term. ¶
A. The term for each member shall be two years from and after the expiration date of the former incumbent's term. Any appointment to fill an unexpired term shall be for the remainder of such unexpired term. Members shall be eligible for reappointment at the expiration of their first term for one additional two-year term.
B. Terms of office for commissioners for evennumbered council districts shall begin in evennumbered years; terms of office for commissioners for odd-numbered council districts shall begin in odd-numbered years.

2.08.4835 Special provisions. ¶
Commencing November 1, 2023, each member who serves on the Youth Commission shall be paid the sum of two hundred dollars ($200) per meeting if they have attended. This compensation

2.08.4850 Functions, powers, and duties. ¶
The commission shall have the following functions, powers, and duties:
A. To foster greater involvement of youth in municipal government and civic affairs, especially in the City of San José.
B. To comment and make recommendations to the City Council and the City Manager's Office on matters within the Commission's workplan, and the City of San José Children and Youth Master Plan.
C. To study, review, evaluate, advise and submit recommendations to City Council or the City manager pertaining to the effects of legislative policies, needs, assessments, priorities, programs, and budgets of the city.
D. To conduct forums and sponsor events on topics included in the Commission's workplan with governmental and non-

governmental agencies, community organizations, or fraternal or benevolent associations.
E. To select and designate members of the Commission, youths or other persons to act as commission representatives to all other city boards and commissions, and to agencies, authorities, boards and commissions the city has participated in creating in conformance with guidelines approved by the council.
F. To make such recommendations to the council as the commission may find necessary and desirable to carry out the purposes for which the commission is established.
