The department of transportation is hereby established.

2.04.4410 Department head. ¶

The director of transportation shall be the head of the department of transportation. (Ords. 25209, 26336.)

2.04.4420 Functions, powers and duties. ¶

In addition to those general functions, powers and duties given to the department head by this chapter and other provisions of this Code, the director shall:

A. Administer programs, functions and services related to vehicle and pedestrian traffic on public rights-of-way.
B. Administer programs for the maintenance of city facilities within the public right-of-way, including official traffic control devices, roadway design features, roadway pavement, sewers, storm drains, roadway landscaping, street lights, and fire hydrants.
C. Administer programs for the maintenance of sidewalks and street trees within the public right-of-way.

D. Administer all city on-street parking programs and city off-street parking programs.
E. Administer maintenance assessment districts.
F. Serve as the city traffic engineer.
G. Administer transportation planning, design work and programs.
H. Act as the ex officio superintendent of streets for purposes of those functions falling under the jurisdiction of the department of transportation.
I. Perform such other functions related to city-owned public rights-of-ways that the city council or the city manager may, from time to time, authorize or request.
