Sec. 31.85. - Authority of street superintendent.¶
The superintendent of streets is hereby authorized and empowered to regulate the location of any service poles of a public utility company, or the location of any pipes or conduits in, upon or under any public street or alley.

Sec. 31.86. - Application for permit to excavate; filing of plat.¶
Any public utility company operating within the city desiring to make any excavation in, upon or under the surface of any public street or alley for the purpose of installing, repairing or removing any pipe or conduit, or for the placement or removal of any service pole supporting transmission wires, shall file an application with the superintendent of streets, which shall be accompanied by a sketch or plat showing the nature of the proposed work and the exact location upon which such work will be performed.

Sec. 31.87. - Certificate authorizing excavation.¶
Upon receiving such application as is provided for in the preceding section, the superintendent of streets shall issue a certificate authorizing such work if he is satisfied that the location, size and depth of such excavation or location of such poles meet the requirement adopted by the public street department relating to such work.

Sec. 31.88. - Inspection fees.¶
Upon filing such application as provided for in section 31.86, the applicant shall pay the superintendent of streets the following inspection fees:
Poles. One dollar ($1.00) for the placement or removal of each service pole.
Ditches. One dollar ($1.00) for every one hundred (100) linear feet of ditch excavation in any public street or alley.

Sec. 31.89. - Unauthorized excavations.¶
It shall be unlawful for any public utility company to make or cause to be made any excavation in, upon or under the surface of any public street or alley for the purpose of installing, repairing or removing any pipe or conduit, or for the placement or removal of any service police supporting transmission wires, without first securing a certificate from the superintendent of streets authorizing any of such work.
