Sec. 31.5.1. - Defined.¶
For the purpose of this article, "parkway" is defined as that portion of any public right-of-way, public street or public easement lying between an established curb and sidewalk or between an established curb and the private property line or lying between the edge of any improved or unimproved roadway and the private property line.

Sec. 31.5.2. - Alteration of parkways—Restrictions generally.¶
Subject to the provisions of this chapter, no person shall make, cause or permit any alteration to a parkway other than by the planting of grass or a ground-cover type plant, or the placement of concrete meeting the standard requirements of city sidewalks.

Sec. 31.5.3. - Same—Improvements utilizing cobblestones, pebbles, or other decorative…¶
Parkways in residential zones may be altered or improved using cobblestones, pebbles or other decorative rock so placed as to not constitute a hazard or danger to the public, nor to the public health and safety or to the improvements owned by the public. The cobblestones, pebbles or decorative rock shall be contained in a manner to prevent it from being washed or scattered onto the sidewalk or allowed to interfere with any public drainage system.

Sec. 31.5.4. - Same—Paving in commercial, manufacturing or industrial zones.¶
In commercial, manufacturing or industrial land use zones the following conditions shall apply:
(a) In all parkways it shall be permissible to install pavement consisting of three and one-half-inch-thick portland cement concrete; provided, that certain areas for tree planting are left unpaved and such plans are given prior written approval by the street superintendent.
(b) In parkways it shall be permissible to install paving consisting of such nonslippery masonry materials as may be approved by the street superintendent; provided, that such masonry surfacing be securely set in a three and one-half-inch-thick base of portland cement concrete and all spaces between such masonry surfacing be grouted to provide a surface smooth and free from any irregularities.
(c) Other surfacing or cover may be approved by the street superintendent; provided, such proposed surfacing accomplishes the basic purpose of this article.
