Sec. 2.31. - Established.

More than one-fourth (¼) of the electors of the city having requested and petitioned the city council in the manner prescribed by law, to establish for the city a public library, a public library is hereby established and created for the city.

Sec. 2.32. - Trustees—Appointed.

The public library shall be managed by a board of library trustees consisting of five (5) members to be appointed by the mayor, by and with the consent of the city council.

Sec. 2.33. - Same—Terms of office.

The trustees shall hold office for three (3) years, serving without compensation; provided, that the members of the first board appointed shall qualify themselves by lot, so that one of their members shall go out of office at the end of the fiscal year, two (2) at the end of one year thereafter and the other two (2) at the end of two (2) years thereafter.

Sec. 2.34. - Same—Eligibility; vacancies.

Men and women shall be equally eligible to such an appointment, and vacancies shall be filled by appointed for the unexpired term in the same manner.

Sec. 2.35. - Same—Powers as prescribed by state law.

The board of library trustees shall have such power as is prescribed by Section 18910 et seq. of the Education Code of the state.

Sec. 2.36. - Use of library; rules; fines; exclusion from use.

The library established shall be forever free to the inhabitants and nonresident taxpayers of the city, subject always to such rules, regulations and bylaws as may be made by the board of library trustees; provided, that for violations of the same a person may be fined or excluded from the privilege of the library.
