Sec. 2.19. - Engineering department created; composition.

A new department is hereby created, to be known as the engineering department of the city, which department shall consist of the engineer and all engineering assistants, deputies, clerks and employees.

Sec. 2.20. - Qualifications.

The city engineer shall be a registered engineer of the state and shall have had actual experience both in professional and in municipal engineering work.

Sec. 2.21. - Duties—Generally.

The city engineer shall do and perform surveying and engineering work in all activities of the city.

The city engineer shall perform such other duties as may be assigned to him by the council.

Sec. 2.22. - Same—Grades of streets, etc.

The city engineer shall establish the grades of streets, alleys, sewers, water and storm drains.

Sec. 2.23. - Same—Plans; specifications; estimates.

The city engineer shall prepare plans, specifications and estimates in all works of his department.

The city engineer shall have the authority to approve plans and specifications for public projects in the City of Oceanside and its jurisdictional areas (including facilities owned by the city located outside of the city limits) by affixing his or her signature to the plans and specifications prior to releasing a notice inviting bids for the project.

Sec. 2.24. - Same—To supervise all departments as regards engineering problems.

The city engineer shall be responsible for organizing, directing and coordinating the engineering activities of each department of the city, and may delegate responsibility and authority to division superintendents.

Sec. 2.25. - Powers—Generally.

The city engineer shall possess the powers to make surveys, plats, designs and certificates as given to him by law of the city, county and state.

Sec. 2.26. - Same—Inspections; examinations; tests.

The city engineer shall have the power to inspect, examine and make standard tests of all work performed under contract by the city.

Sec. 2.27. - Ownership of maps, plans, etc., to remain in city.

All maps, plans, profiles, field notes, estimates, surveys and other professional work made by him or under his direction shall remain the property of the city.

Sec. 2.28. - Responsibility for maps, plans, etc.; to be turned over to successor.

The city engineer shall be responsible for all maps, plans, profiles, field notes, estimates, designs and other statistical records of construction, maintenance and operation of all work under his direction while in office, and shall turn over to his successor all works in proper order, condition and fully indexed.

The retiring city engineer shall receive duplicate receipts for records, maps, etc., turned over to his successor pursuant to the preceding section from the city clerk.

The city engineer shall devote his entire time to the city's service, and shall undertake no engineering for private parties.
