13-7 City Traffic Engineer--Office Established; Appointment
The office of city traffic engineer is hereby established. The city manager shall serve as city traffic engineer, in addition to his other functions, and shall exercise the powers and duties with respect to traffic as provided in this chapter. (Ord. No. 257 N.S.)
13-8 Same--Powers And Duties
It shall be the general duty of the city traffic engineer to determine the proper timing and maintenance of traffic control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering investigation of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by this chapter or any other ordinances of the city. 13-9 Enforcement Of Traffic Regulations Generally
It shall be the duty of the officers of the police department or such officers as are assigned by the chief of police to enforce all street traffic laws of the city and all of the state vehicle laws applicable to street traffic in the city. (Ord. No. 257 N.S.)
13-10 Authority Of Policemen And Firemen To Direct Traffic
Officers of the police department or such other officers as are assigned by the chief of police are hereby authorized to direct all traffic by voice, hand or signal in conformance with traffic laws; provided, that in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the police department may direct traffic as conditions may require, notwithstanding the provisions of the traffic laws.
Officers of the fire department, when at the scene of a fire, may direct or assist the police in directing traffic thereat or in the immediate vicinity. (Ord. No. 257 N.S.)
13-11 Obedience To Policemen And Firemen Required
No person shall willfully fail or refuse to comply with any lawful order of a police officer or fire department official when directing traffic.
13-12 Directing Of Traffic By Unauthorized Person Prohibited
No person other than an officer of the police department or a person deputized by the chief of police or person authorized by law shall direct or attempt to direct traffic by voice, hand or other signal, except that persons may operate when and as herein provided any mechanical pushbutton signal erected by the city traffic engineer. 13-13 Applicability Of Traffic Regulations--Public Employees Generally
The provisions of this chapter shall apply to the driver of any vehicle owned by or used in the service of the United States Government, this state, any county or city, and it shall be unlawful for any such driver to violate any of the provisions of this chapter, except as otherwise permitted in this Code or by state statute. 13-14 Same--Authorized Emergency Vehicles
- The provisions of this chapter regulating the operation, parking and standing of vehicles shall not apply to any vehicles of the police or fire department, any public ambulance or any public utility vehicle, when any such vehicle is operated in the manner specified in the Vehicle Code of the state in response to an emergency call.
- The foregoing exemptions shall not, however, protect the driver of any such vehicle from the consequences of his willful disregard of the safety of others. (Ord. No. 257 N.S.)
13-15 Same--Public Utility Vehicles, Mail Vehicles, Etc.
The provisions of this chapter regulating the parking or standing of vehicles shall not apply to any vehicle of a city department or public utility while necessarily in use for construction or repair work or any vehicle owned by the United States while in use for the collection, transportation or delivery or United States mail. 13-16 Suspension Of City Employees Violating Traffic Regulations
- Where an employee driving city-owned equipment is found y the court to have been involved and at fault, in any moving traffic violation, the employee shall receive an automatic suspension for one week without pay.
- Where an employee driving city-owned equipment is found by the court to have been involved and at fault in any traffic accident, thus causing damage or injury, or both, to any person or property whatever, the employee shall receive an automatic suspension for one full month without pay.
- It shall be the responsibility of the chief of police to report immediately to the city manager such violations or accidents, and the action of the court in the disposition of the case. (Ord. No. 387 N.S.)
