2.32.010 - Parks and recreation division—Established.

A parks and recreation division of the department of building and planning is established, under the direction of the director of building and planning and subject to the approval of the board of supervisors.

2.32.020 - Expenditures.

The board of supervisors may appropriate and expend funds from the county general fund and/or levy and collect a tax in the same manner as taxes are levied for other public purposes such as, but not limited to, Education Code Section 16653, to plan, acquire, develop, construct, maintain and operate public parks and other recreation areas, including, but not limited to, campgrounds and roadside rests; for the payment of salaries of persons employed for the work; and to provide any other recreation services which the board of supervisors may deem advisable.

2.32.030 - Fund establishment.

A parks and recreation fund may be established as a depository for all moneys received for recreation and park purposes derived from all appropriations, gifts, legacies or bequests and all moneys derived by the county from fees for recreational services, the fund to be administered by the board of supervisors, with the management thereof by the authority stated in Section 2.32.010.

2.32.040 - Director—Position established.

The position of director of parks and recreation is established.

2.32.050 - Director—Appointment.

The board of supervisors shall appoint a director of parks and recreation to administer, under the direction of the director of building and planning, recreation and park facilities and services, and shall request of the director of building and planning that he recommend for this position one or more candidates who are qualified in the administration of public recreation services.

2.32.060 - Director—Report requirements.

The director of parks and recreation shall make such reports to the board of supervisors as shall be required; the reports first having the full knowledge and consent of the director of building and planning.

2.32.070 - Director—Advisory duties.

The director of parks and recreation, upon request, may advise organizations or individuals of commercial recreational opportunities in the county, and may advise upon acquisition, design and development of recreation facilities and areas; and shall maintain effective and cooperative relations with officials of state and federal agencies and with local, state and national voluntary recreation organizations.

2.32.080 - Director—Other duties.

The director of parks and recreation shall, under the direction of the director of building and planning:

A. And with the approval of the board, employ required personnel and supervise them in the performance of their various duties;

B. Acquire, develop, construct, operate and maintain recreation and park areas and facilities and plan for future recreation needs in accordance with policies approved by the director of building and planning and the board of supervisors;

C. Prepare an annual budget, with the advice and approval of the director of building and planning, for presentation to the board of supervisors;

D. Inform the general public of the services and facilities being provided by the parks and recreation division; address professional and lay groups on recreation subjects; solicit suggestions from the general public to increase the effectiveness of recreation services; and cooperate with governmental, voluntary and private organizations and agencies in the furtherance of recreation opportunities;

E. Perform any other services as directed by the board of supervisors or director of building and planning to enhance desirable recreation development within Mono County.
