Merced Municipal Code Ch. 2.28 Department of Purchases

The purpose of this chapter are to establish a centralized purchasing activity to set forth efficient procedures for the purchase of materials, supplies, equipment and contractual services for all departments of the city at the lowest possible cost commensurate with quality needed, to exercise positive financial control over purchases, and to define clearly the authority for the purchasing function.

There is created a centralized purchasing division in which is vested the authority to purchase needed materials, supplies, equipment and contractual services for all departments of the city. The centralized purchasing division shall be a division of the finance department.
