Merced Municipal Code Ch. 2.16 Administrative Organization

The various departments, divisions, offices and agencies of the city may be organized into two (2) or more distinct groups for purposes of administration and supervision. When such positions are authorized by the city council, the officer having charge of personnel administration may appoint officers to administer and supervise such groups of departments, divisions, offices and agencies. Each such supervisory officer, however denominated with respect to the group of departments, divisions, offices and agencies assigned to him, shall be deemed the equivalent of an assistant city manager and shall have and exercise, on behalf of the city manager, such powers and authority of the city manager as shall be delegated to him.
