2.36.010 - Creation.¶
The Mendota Planning Commission is created and established. The planning commission may establish its own bylaws for the operation and conduction of meetings, provided that said bylaws are consistent with state and federal law and the provisions of this code.

2.36.020 - Membership, appointment, and chairman.¶
A. The Mendota Planning Commission shall consist of five members who shall be appointed by the mayor with the approval of the city council. From the members so appointed, one shall be elected by a majority of the members of the commission to serve as chairman, and a second shall be elected by a majority of the members of the commission to serve as vice chairman.
B. One additional alternate member shall be appointed to the planning commission by the city council. The alternate member may participate in deliberations, but shall not vote unless at least one commissioner is not in attendance or absent from recusal on a matter due to an actual or potential conflict of interest.

2.36.025 - Meetings.¶
The planning commission shall, by resolution, set the day and time of its regular meetings. Such regular meetings shall not occur less frequently than once per calendar month. Attendance at such meetings shall be governed by Section 2.32.030.

2.36.030 - Term.¶
All members of the planning commission shall be appointed for four-year terms, except for the alternate member, whose appointment shall be made every time a vacancy occurs, in the manner prescribed by Subsection 2.36.020(B) of this code.

2.36.035 - Procedure.¶
Section 2.32.040 shall govern.

2.36.040 - Duties of commission.¶
The duties of the planning commission shall be the duties established and prescribed by the laws of the state of California and such additional duties as may be prescribed by the city council.

2.36.050 - Existing members.¶
The existing members of the planning commission shall serve their terms of office and future appointments shall be governed by this chapter.

2.36.060 - Residency.¶
All members of the planning commission shall be residents of the city, both at the time of appointment and for the duration of their terms, subject to the following:
A. If, by super majority vote of the city council, the determination is made that an appointee or a commissioner has a sufficient vested interest in the economic, social, and physical development of the city and may otherwise appropriately execute the office, said appointee or commissioner need not be a resident of the city.
B. Subsection (A) notwithstanding, any appointee or commissioner shall reside and shall maintain his or her permanent residence within the boundaries of the Mendota Unified School District, as they exist at the time of codification of this section, and as they may be modified from time to time.

2.36.070 - No city employment.¶
Section 2.32.110 shall govern.

2.36.080 - Vacancies.¶
A. Vacancies for full terms shall be filled by appointment by the mayor and majority approval of the city council.
B. If a vacancy on the planning commission occurs for an unexpired term, the alternate member shall automatically be appointed to complete the term, and the city clerk shall notify the mayor within ten (10) days so that an appointment of an alternate may be made.
