5-10.201 - Restricted.¶
It shall be unlawful for any person to sell or offer for sale any newspaper, magazine, periodical, or other printed matter commonly sold or disposed of by newsboys or news vendors upon that portion of a street, highway, or roadway used by vehicular traffic; provided, however, it shall be lawful to make such sales when such transactions are made upon sidewalks. The prohibition contained in this section shall not apply to persons engaged in the selling or offering for sale or disposing of newspapers, magazines, periodicals, or any such printed matter crying, calling attention to, hawking, advertising, or proclaiming the same upon any sidewalk.

5-10.202 - Use and maintenance of structures.¶
The use or maintenance of any permanent structure, rack, or case attached to any building which projects onto, into, or over any part of any public street or alley open to vehicular traffic, or which rests wholly or in part in, along, or over any part of any public street or alley open to vehicular traffic, for the purpose of racking, storing, or displaying any newspapers, magazines, periodicals, or other goods, wares, or merchandise is hereby prohibited.
