5-11.01 - Register required.

Every owner, manager or agent of a hotel having six (6) or more units, of any motel having six (6) or more units or any apartment having three (3) or more units for rent on a term less than one (1) month, shall keep and maintain a register in ink with the following information: the name and complete home address of every guest occupying a room therein; and the signature of the person actually renting the room. The owner, manager or agent present at the time of registration shall write opposite the name or names registered the number of each room assigned to or occupied by the guest or guests, together with the date and time such room is rented. No owner, manager or agent shall permit any person or guest to occupy any room until such registration has been completed in accordance with this section.

5-11.02 - Identification required.

Every owner, manager, or agent of a hotel, motel or apartment required to keep a register under this Chapter shall, at the time of registration, verify the identification of the person actually renting a room, by requesting to see and photocopying for the register, any of the following: the renter's valid driver's license, valid military identification, valid passport, or any other valid government-issued document with a picture identification.

5-11.03 - Inspection.

All register entries shall be kept open to inspection at all times by any peace officer. Every motel, hotel or apartment subject to the register requirements in this Chapter shall post in a conspicuous place a notice stating that the register is open to inspection by any peace officer. Entries shall be preserved for at least one (1) year from the date of entry into the register.

5-11.04 - Alteration.

Erasures or alterations on any register entry required by this Chapter shall not be permitted or made for any purpose. Corrections in the register shall be lined out, not erased or covered.

5-11.05 - Fictitious name prohibited.

No person write or cause to be written, or knowingly permit to be written in any register required by this Chapter any fictitious name. Such restriction shall not apply to any peace officer or individual involved in an investigation of the hotel, motel or apartment on behalf of the City.

5-11.06 - Hourly rentals prohibited.

No owner, manager or agent of any hotel, motel or apartment subject to the register requirements of this Chapter shall let or cause to be let any room for hourly rates of less than twenty-four (24) hours. No such owner, manager or agent shall advertise that any room is available at any hourly rate.
