2.12.010 Office Of City Inspector

There is established the office of the city inspector, subject to appointment of and supervision of the public works director, pursuant to the city personnel ordinance. The city inspector shall be considered part of the public works department.

2.12.020 Qualifications

  1. The city inspector shall be able to perform general inspection work, to evaluate construction plans, identify construction problems and hazards, and pursue inspection of projects to final completion.
  2. The city inspector shall have knowledge of building and related codes and ordinances enforceable by the city; specifically uniform building codes, state and county health codes, building standards and city codes and standards.
  3. The city inspector shall be able to apply knowledge of structural design, building techniques, safety standards, building principles to a variety of general inspection projects; work with contractors and general public in helping develop solutions to construction problems; do research in construction and building techniques; write reports; analyze problems and arrive at solutions; and develop commitment to the city's social and environmental needs.

2.12.040 Building Permit Applications

The city inspector shall be responsible for the preparation, review and processing of all construction and building applications and permits, including the receipt of and collection of any and all fees, correspondence, drawings and blueprints thereof, and the city inspector shall from time to time advise all appropriate city departments and offices concerning the status thereof.

2.12.050 Building Code Enforcement

The city inspector shall be primarily responsible for the inspection and code enforcement of all construction and building projects within the city and shall from time to time suggest and recommend policy and policy changes to the city council.

2.12.060 Records And Fees

The city inspector shall keep a permanent record of all transactions conducted and of all other inspections or projects completed by him. All fees collected by the city inspector shall be paid to the city treasurer, and deposited in the general fund or in such other fund as may be designated by the city council.

2.12.070 Public Service Project Inspection

The city inspector shall inspect all public service projects or related projects such as sewer connection, curb and gutter construction, sidewalk construction and street construction, and other inspections necessary to assure and enforce compliance with the city standards, codes and other ordinances and regulations, regarding projects of public services concern.

2.12.080 Other Duties

The city inspector shall perform such other duties as the city council may from time to time impose.

2.12.090 Police Officer Powers

The city inspector is authorized and directed to enforce and administer all city ordinances, city standards, and the provisions of the Uniform Building, Plumbing, Electrical, Swimming Pool, Mechanical, Sign and Dangerous Buildings Codes, as adopted by the city council. For such purpose, he shall have the powers of a police officer.

2.12.100 Stop Orders

The city inspector is authorized to issue stop orders. Whenever any building work, construction work, and repair work is being done contrary to the provisions of any adopted building codes, regulations and/or city standards, the city inspector may order the work stopped by notice in writing served on any persons engaged in the doing or causing of such work to be done.

2.12.110 Fee Collection And Correspondence

The city inspector or a cashier pursuant to his direction shall be the only person authorized to accept applications for construction permits, building permits, plumbing permits, electrical permits, demolition permits, and street cut permits, and related fees or charges; any and all correspondence appertaining to any of the foregoing matters shall be directed to or emanate from the office of building and safety, city inspector.

2.12.120 Monthly Progress Reports

The city inspector shall be responsible, in addition to the duties set out in Section 2.12.110, for the preparation and filing of a monthly building progress report to the city council.

2.12.130 Planning And Environmental Affairs Office Referral

The city inspector shall process all building permit application forms to the office of planning and environmental affairs, when such application is for a new structure, building, house or any other significant project. No permit shall be approved by the inspector for such projects unless the application has been approved by the city planning department.

2.12.140 Fee Schedule Adoption

The city council may by resolution from time to time adopted, establish a fee schedule for the filing of various applications for building permit applications, occupancy permits, electrical permits, pumping permits, swimming pool permits, sign permits, plan checking fees, sewer connection, cut permits and reinspection fees.

2.12.150 Interpretation

This chapter shall be interpreted and applied in conjunction with the existing subdivision ordinances, uniform building codes, electrical code, plumbing code and city standards, and the term "city inspector" shall be substituted for the words "building inspector."
