2.04.010 Number Of Votes Required To Adopt Motion¶
All motions adopted by the city council must be adopted by the affirmative vote of three of its members.

2.04.020 Rules Of Order¶
All proceedings conducted or undertaken by the city council, where there is no legislative statute provision of this code or other city ordinance outlining the procedure and rules of order, shall be conducted by Robert's Rules of Order.

2.04.030 Regular Meetings¶
- The regular meetings of the city council shall be held on the second and fourth Tuesday of each and every month at the city council chambers in the City Hall being situate on the north side of Honolulu Street between Mirage and Gale Hill A venues in the city.
- The hour at which the meetings shall begin shall be six p.m.
- The city council may adjourn regular meetings from time to time and the adjournment meetings shall be a part of the regular meetings.

2.04.040 Special Meetings¶
- Special meetings of the city council may be called from time to time by the mayor, and in his absence the mayor pro term, or by any three councilmen acting in concert upon application therefor to the city clerk, as the occasion arises.
- Such special meetings shall be set for hearing and notice thereof given in the manner and form from time to time provided by the laws of the state of California appertaining thereto for charter cities and in no event shall such notice be given of less than twenty-four hours unless an emergency condition exists within the city as proclaimed by the mayor or mayor pro-term, as the case may be.

2.04.050 Redevelopment Agency; Statutory Authority¶
It is found and declared, pursuant to Section 33101 of the Community Redevelopment Law, that there is a need for the redevelopment agency created by Section 33100 of said Law to function in the city, and such agency is hereby authorized to transact business and exercise its powers pursuant to and under the provisions of the Community Redevelopment Law, being Division 24 of the Health and Safety Code of the state.

2.04.060 Redevelopment Agency; Council Authority¶
The city council, pursuant to Section 33200 of the Community Redevelopment Law, declares itself to be the redevelopment agency provided by Section 2.04.050 above, and that all rights, powers, duties, privileges and immunities vested by the Community Redevelopment Law in such agency shall be and are vested in this body.
