2.10.010 Office Established¶
There is established in the government of the city the office of director of finance.

2.10.020 Appointment; Term¶
The director of finance is appointed by the city manager and serves at the pleasure of the city manager.

2.10.030 Bond Required¶
When the director enters upon his duties, he shall execute a bond to the city required by Sections 37209 and 36518 of the Government Code relating to bonds for public officers.

2.10.040 Powers And Duties¶
The director of finance has the following duties and responsibilities:
- Maintain and operate the general accounting system of the city and each of the respective divisions and services of the City;
- Perform such accounting functions and duties in accordance with the latest and most modern accounting methods as the science of accounting progresses;
- Maintain, or to prescribe and require the maintaining of, inventory records of municipal properties necessary in accordance with modern municipal accounting practices;
- Perform the duties relating to preparing, auditing, presenting and disbursing claims and demands against the city, including payrolls;
- Assist in the purchase of supplies, goods, wares, merchandise, equipment and materials required by the city;
- Assist in the preparation of the annual budget and in the administration of the budget; and
- Cooperate with the city treasurer and other officials of the city in establishing and maintaining sufficient controls over municipal revenues and expenditures in all departments, divisions and services of the city in accordance with modern municipal accounting practice.

2.10.050 Appointment Of Deputies¶
With the consent of the city manager, the director of finance may appoint one or more deputy directors of finance. Each deputy director shall perform the duties prescribed by the director and the city manager.

2.10.060 Financial Report Preparation¶
The director of finance shall prepare and present to the city council, in sufficient detail to show the exact financial condition of the city, the following reports:
- A quarterly (or more frequently, as requested) statement of all receipts, disbursements and balances of the city;
- An annual statement or report of the financial condition of the city; and
- Such other financial reports as the city council or city manager directs.

2.10.070 Certain Financial Duties Transferred From City Clerk¶
In accordance with Sections 40805.5 and 37209 of the Government Code, the duties imposed upon the city clerk by Government Code Sections 37201 through 37208, and the financial duties imposed upon the city clerk by Sections 40802 through 40805 of the Government Code are transferred to the director of finance.

2.10.080 Additional Duties Of The Director Of Finance¶
The director of finance shall have the additional title of city treasurer and, as such, shall have responsibility for the receipt, recordation, custody, investment and disbursement of all city money.
- To the end of assuring the integrity of the duties of city treasurer, the director of finance shall have the responsibility for the design, installation, implementation and operation of financial systems sufficient to assure the proper receipt, recordation, custody, investment and disbursement of all city moneys and assets.
- The director of finance shall assist the city manager in his/her execution of the duties assigned to the city manager by City Charter Article VIII, and assure the integrity and accuracy of all budgets, records, reports and systems established to implement said City Charter Article VIII.
- The director of finance shall be the ex officio city assessor, subject to ordinances, rules and regulations as may be established by the city council and the county of Tulare whereby the county assesses and collects city property taxes. However, if in the discretion of the city council, it should be decided that the city should assume such assessment and collection functions, then, in that event, the director of finance shall not be governed by such county rules and regulations.
- The director of finance shall have charge of and shall collect all fees in connection with city services furnished to taxpayers and property owners and shall have charge of and shall collect the fees for business licenses and building permits and other fee impositions and shall issue any and all permits required by various municipal ordinances or regulations.
- The director of finance shall act as the accounting officer of the city and is required to maintain any and all records necessary to reflect the financial condition of the city and, as such, shall perform the following:
- As accounting officer maintain all city financial records;
- Prepare, present and publish annual fiscal reports;
- Certify and approve all payroll warrants and countersign all warrants or payments or demands upon the city treasurer.

2.10.090 Additional Functions Of The Director Of Finance¶
The director of finance shall have the following functions and duties:
- The maintenance and operation of the general, cost and budgetary accounting systems of the city, of and for each of the several departments and offices of the city government, without exclusion.
- The maintenance and operation of the city revenue system to assure the proper billing for, collection, recordation, accounting for, and deposit of all city moneys in designated depositories, the maintenance of all checking accounts, and the custody over and the investment of all city moneys and assets, without exception or exclusion, including application of the city investment policy and the making, recording and reporting all investments thereunder.
- The operation of the city purchasing and contracting system, including the opening and analysis of bids; care and custody, recordation, and accounting for all personal property owned by the city; determination and disposal of surplus personal property, and administration of the purchasing and contracting ordinance.
- The recordation, collection and control of all revenues and taxes levied by the city, unless the city council contracts with another governmental jurisdiction for the performance of such duties.
- The performance of all functions and duties relating to the preparation, pre-auditing, approval and disbursement of all claims and demands against the city, including payrolls.
- The provision of assistance to the city manager as he/she may need in the compilation, preparation, administration and continuing control of the city budget, and of the capital program and budget.
- The preparation and presentation of required reports to the city manager, city council, the state of California, granting agencies, and other appropriate agencies and parties, including preparation of the comprehensive annual financial report.
- The provision of required and requested information to the audit firm selected by the city council to perform the annual city audit.
- The maintenance of records concerning, provision of accounting for, reporting for, and custody of all utility, enterprise, special and trust funds of the city, and all moneys for which the city is acting as agent for another person, government or agency.
- The operation of the central mail, messenger and duplicating service of the city.
- The planning of and operation of, or oversight of the city data processing and computer systems.
- The conduct of and reporting on such statistical, cost and financial analysis as may be assigned by the city manager.
- The monitoring of and reporting of the city debt limits as established by the City Charter.
- The administration of the city budgeting, accounting and fiscal procedures ordinance.
- The performance of such other duties as the city council, city manager, state law, the City Charter and the city code may require or may assign, which duties shall be consistent with the City Charter.
- The procuring of all insurance, administration of any such policies or pooling arrangements and, in addition, shall be the city risk management officer.
