10.28.010 - License periods.¶
The bicycle license periods are established to coincide with the Department of Motor Vehicles distribution of standard statewide bicycle plates.

10.28.020 - Bicycle defined.¶
"Bicycle," for the purposes of this chapter, means any device upon which a person may ride, which is propelled by human power through a system of belts, chains or gears and which has wheels at least twenty (20) inches in diameter and a frame size of at least fourteen (14) inches.

10.28.030 - License—Term.¶
Bicycle licenses shall be renewed uniformly throughout the State at periods, not to exceed five (5) years, to be designated by the director. The statewide bicycle "plate" will expire on the thirty-first of December, 1978. Renewal will be indicated by a supplementary adhesive device affixed near the license "plate" and will be issued for a three (3) year period.

10.28.040 - License issuance.¶
The police department is authorized and directed to issue, upon application therefor, a bicycle license. Such licenses, when issued, shall entitle the licensees to operate such bicycles for which such licenses have been issued upon all the streets, alleys and public highways, exclusive of sidewalks thereof, in the City. 10.28.050 - Supplemental regulations—Fees and charges.¶
The council shall, by resolution, establish such fees and charges to be assessed pursuant to the provisions of this chapter and adopt such regulations as the council deems appropriate.

10.28.060 - Registration.¶
The City shall issue the insignia and registration form distributed by the Department of Motor Vehicles, pursuant to Section 39001 of the Vehicle Code of the State of California, which section is herein incorporated by reference, as it is presently written or hereafter amended.

10.28.070 - Secondhand dealers.¶
All persons engaged in the business of buying secondhand bicycles are required to make a daily report to the police department, giving the name and address of the person from whom each bicycle is purchased, a description of each bicycle purchased, the frame number thereof, and the number of the metallic license plate found thereon, if any. All persons engaged in the business of selling new or secondhand bicycles are required to make a monthly report to the police department listing all sales made by such dealers, including the name and address of each person to whom a bicycle was sold, the kind of bicycle sold, a description of the bicycle sold, the frame number on the said bicycle, and the number of the metallic license plate attached thereto, if any.

10.28.080 - Serial number.¶
It shall be unlawful for any person to wilfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame licensed pursuant to the provisions of this chapter. It shall also be unlawful for any person to remove, destroy, mutilate or alter any license plate, seal or registration card during the time such license plate, seal or registration card is operative.
The provisions of this section shall not prohibit the police department from stamping numbers on the frames of bicycles on which no serial number can be found or on which such number is illegible or insufficient for identification purposes.

10.28.090 - License fee.¶
The license fee to be paid for each bicycle shall be two dollars ($2.00) and shall be paid in advance and not be proratable; such license may be transferred when the ownership of the bicycle is transferred, and a fee of fifty cents ($0.50) shall be paid for the registration of such transfer. A fee of one dollar ($1.00) shall be paid for a duplicate registration card or license plate payable at time of filing application for the same. All fees collected shall be paid into the office of the clerk and by the clerk deposited into the general fund of the City.
