10.20.010 - Investigation of accidents by any police officer.¶
All members of the Huron police department shall have the power to investigate accidents resulting in personal injuries or death and to gather evidence for the purpose of prosecuting the person or persons guilty of any violation of the law contributing to the happening of such an accident.

10.20.020 - Stopping, standing and parking—Markings and signs.¶
The parking and traffic engineer and/or chief of police is authorized to establish, maintain and designate upon the surface of the roadway or curbs, parking or standing regulation markings, which markings shall conform to the provisions of the Vehicle Code and shall have the meanings therein prescribed.
When such signs have been posted, or street or curb markings placed, no person shall park, stop or stand a vehicle in violation thereof.

10.20.030 - Removal of illegally parked vehicles.¶
Police officers are authorized to remove from streets or highways within the City of Huron to the nearest garage or other place of safety designated or maintained by the police department, any vehicle which has been parked or left standing in violation of an official sign prohibiting the stopping or parking of vehicles and giving notice that such vehicle may be removed.

10.20.040 - Green parking zones.¶
A green parking zone shall exist where the curb is painted green with the words "15 Minute Limit" stencilled on the curb within the zone. No person shall stop or park in any green zone for more than fifteen (15) minutes.

10.20.050 - Yellow loading zones.¶
A yellow loading zone shall exist where the curb is painted yellow with the words "Loading Zone Only" stencilled on the curb within the zone. No person shall park in any yellow loading zones between the hours of seven a.m. and six p.m., Monday through Saturday. No person shall stop in a yellow loading zone for a longer time than necessary to load or unload and in no event longer than fifteen (15) minutes. A yellow loading zone may be established if all of the following exist:
A. Sufficient loading activity exists to warrant reducing curb parking by installing the more restrictive loading zone;
B. Curb availability for loading is insufficient due to heavy area parking demand;
C. Off-street or alley loading is not available.

10.20.060 - White passenger loading zones.¶
A white passenger loading zone shall exist where the curb is painted white with the word "Passenger Loading Only" stencilled on the curb within the zone. No person shall park in any white loading zone. No person shall stop in a white passenger loading zone for a longer time than necessary to load or unload passengers and in no event longer than three (3) minutes. A white passenger loading zone may be established if curb parking is insufficient due to heavy area parking and sufficient loading activity exists to warrant reducing curb parking by installing the more restrictive loading zone.

10.20.070 - Fees required.¶
The parking and traffic engineer and/or chief of police may establish loading and limited parking zones upon receipt of an initial fee determined by the city council resolution.

10.20.080 - Physically handicapped zones.¶
A physically handicapped zone shall exist where the curb or edge of the paved portion of the street adjacent to the space or where the stall or spaces in any publicly or privately owned or operated off-street parking facility have been designated for parking for physically handicapped persons in the manner required by Section 22507.8 of the Vehicle Code.
No person shall stop or park a vehicle in a physically handicapped zone unless the vehicle has distinguishing license plates or placards issued to disabled persons pursuant to Section 22511.5 of the Vehicle Code or to disabled veterans as specified in Section 9105 of the Vehicle Code. Any vehicle parked in violation of this section may be removed from the physically handicapped zone by any police officer.
A physically handicapped zone may be established by resolution of the city council upon request by any individual and consideration by the parking and traffic engineer, or upon recommendation of the traffic engineer if either of the following factors exists:
A. Curb parking is insufficient due to heavy area parking; or
B. Sufficient vehicular activity by physically handicapped persons exist at the location.

10.20.090 - Parking parallel with curb and head-in parking.¶
A. No person shall stand or park vehicles in a roadway or street other than parallel with the edge of the roadway headed in the direction of traffic and with the right hand wheels of the vehicle within eighteen (18) inches of the curb line or edge of the roadway, except that on one-way streets, vehicles may be stopped or parked facing in the same direction as traffic movement, adjacent to the left hand side of the roadway, by the left hand wheels of vehicles so stopped or parked must be within eighteen (18) inches of the curb line of edge of the roadway. All parking shall be parallel, except upon those streets which have been marked or signed by the parking and traffic engineer for angle parking upon which streets vehicles shall be parked at the angles to the curb indicated by such marks or signs and not otherwise.
B. No person shall disobey instructions of any official traffic sign requiring head-in parking.

10.20.100 - Emergency stopping, standing or parking.¶
The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

10.20.110 - Standing or parking in alleys.¶
No person shall stop, stand or park a vehicle in any alley, except for the loading and unloading of goods. At no time shall the vehicle be left unattended.

10.20.120 - Parking prohibited in specified places.¶
No person shall park or leave standing any vehicle in front of any entrance to any garage or in front of any driveway.

10.20.130 - Red zone parking prohibited.¶
No person shall park or leave standing any vehicle upon the portion of any public street or place in the City where the parking and traffic engineer or the chief of police shall erect or cause to be erected a sign or cause to be painted in red a portion of the curb line.

10.20.140 - Parking time limited in specified places.¶
No person shall park or leave standing any vehicle upon that portion of a public street or place where the parking and traffic engineer or the chief of police shall erect or cause to be erected appropriate signs upon that portion of the public street or place and said signs shall clearly specify between what hours and for what period of time it shall be unlawful to stand or park vehicles.

10.20.150 - Parking of trailers and large vehicles in residential districts.¶
Between the hours of two a.m. and six a.m., on any public street or alley in a residential district as established by the zoning ordinance, no person shall park any trailer or any vehicle of which any part of the vehicle, together with all fixtures, accessories or property with the exception of single post radio antennas, measures more than eight (8) feet in width, or seven and one-half (7½) feet in height, or twenty (20) feet in length, unless such person shall have a permit, for such a trailer or vehicle, and in no event for a period exceeding two (2) twenty-four (24) hour periods.

10.20.160 - Commercial vehicles in residential districts.¶
No person shall park any commercial vehicle on a public street or alley in a residential district as established by the zoning ordinance, except in the event of any emergency or for the purpose of loading and unloading, if any part of such commercial vehicle, together with fixtures or property thereon, if any, measures more than seven (7) feet in width or seven (7) feet in height.

10.20.170 - Parking of vehicles for advertising purposes.¶
Except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, no person shall stop, park or leave standing any vehicle, whether attended or unattended, on a public street or alley, if said vehicle, at the time, is primarily designed and is being used for carrying and displaying commercial advertising.

10.20.180 - Overnight parking permits.¶
Overnight parking permits may be issued by the city clerk upon application of any person therefor, and subject to the following provisions:
A. Each application for an overnight street parking permit shall be filed with the chief of police or his representative.
B. Each such application shall set forth:
The name, residence and telephone number of the applicant;
The license number, make, model and type of vehicle for which such permit is requested;
The name and current address of the registered owner of said vehicle;
The dates for which the permit is requested. Such dates shall consist of two (2) twenty-four (24) hour periods, to commence in all cases at six a.m., and to end in all cases, at six p.m., the following day;
The request is accompanied by a three dollar ($3.00) permit fee;
The signature of the applicant.
C. Such permit shall be issued only for a noncommercial passenger vehicle, as defined by the California Vehicle Code and for vehicles specified in Section 10.20.140. This permit will allow overnight parking only in residential areas.
D. The permit must be affixed to the lower edge of a rear window on the street side of the oversize vehicle. The permit must be displayed on the vehicle for which it was issued and must be visible from outside the vehicle. The permit is not effective unless so affixed.
E. No more than three (3) such permits may be issued for the parking of any oversized vehicle at a single residence address in any thirty (30) day period.
F. No more than three (3) such permits may be issued for the parking of the same such vehicle in any thirty (30) day period.
G. No permit issued pursuant to this section shall be construed as waiving compliance with any parking law, regulation or ordinance except for the temporary relief from the provisions of Section 10.20.140.

10.20.190 - Parking on private property.¶
No person shall park or leave standing any vehicle in a private driveway or on private property without the actual or implied consent of the owner or person in lawful possession of such driveway or property.

10.20.200 - Impounding vehicles obstructing driveways.¶
Any vehicle which is parked or left standing on public property so as to block or obstruct any driveway or other means of ingress to or egress from private property may be, upon complaint of the owner or person in lawful possession of such property, removed and placed in safekeeping by any police officer. Whenever a vehicle is removed pursuant to this section, proper notifications shall be made in accordance with the Vehicle Code.

10.20.210 - Impounding vehicles from private property.¶
The owner or person in lawful possession of private property may remove vehicles parked on such private property without the consent of such owner or lawful possessor, if in compliance with all provisions of Section 22658 of the Vehicle Code.
Signs to be posted notifying of such removal as required in Section 22658, subsection (a) of the Vehicle Code, shall not be less than eighteen (18) by twenty-four (24) inches in size.

10.20.230 - Car keys left in vehicle.¶
No person shall leave a moving vehicle, except a commercial vehicle, unattended on any street, alley, used car lot or unattended parking lot without first stopping the engine, locking the ignition, and removing the ignition key therefrom. For the purpose of this section, "motor vehicle" and "commercial vehicle," shall be defined as provided in Vehicle Code Sections 260(a) and 415, respectively.

10.20.240 - Unlawful parking—Peddlers and vendors.¶
A. Except as otherwise provided in this section, no person shall stand or park any vehicle, wagon or pushcart from which goods, wares, merchandise, fruits, vegetables or foodstuffs, are sold, displayed, solicited or offered for sale, or bartered or exchanged on any street, or on any public or private property. The provisions of this section shall not apply to persons delivering any such articles upon order of, or by agreement with a customer from a store or other fixed place of business or distribution.
B. No person shall park, or stand on any street or on public or private property any pushcart, vehicle, or wagon from which items enumerated in subsection A of this section are sold without first obtaining a license from the city clerk. The fee for such license being two hundred fifty dollars ($250.00) per year. The fee shall be paid annually and the license shall be in effect for a period of one year from date of issuance.
C. In order to receive a business license, the applicant must possess a valid California Health Certificate for the vehicle used to distribute said foodstuffs. The operator's name and vehicle identification number is required to appear on the certificate.
D. The sale of prepared foods shall be prohibited in public right-of-ways and in any area within five hundred (500) feet of an established or existing commercial food service business, or within two hundred (200) feet of the nearest property line of any public school.
E. Any conviction of any subsection herein stated shall be grounds for revocation of such license by the chief of police and no permit shall thereafter be issued to such person within the period of six months from the date of such revocation. Any subsequent violation shall be grounds for permanent revocation.

10.20.250 - Parking of vehicles.¶
No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any street or alley and fail to move the vehicle more than one-tenth of a mile from the original parking space for more than a consecutive period of seventy-two (72) hours. For the purpose of this section, attempting to eradicate or hide the tire markings placed by an authorized City employee may result in the issuance of a citation and removal of the vehicle without further warning pursuant to the requirements of California Vehicle Code § 22669.
